INDICATES BUSY SESSION Famous Terra-Cotta Order Funds Drawn Upon and Amounts Gen eral Matters of Public Busi nessRoads and Highways Following the the record of tlie April term, 1900. of the proceedings had in the county court in and for Clatop County, Oregon, as revealed by the official documents and book of said county: County Court proceedings, April term. 1906. Ordered that the Clerk draw war rants on the several funds follows: General Fund $ 4.132.50 Court House Fund 10,570.60 Road District Xo. 4 22.20 Road District Xo. 6 "17.80 Road District Xo. 7 17.00 Road District Xo. 8 09.00 Road District Xo. 10 38.40 Road District Xo. 15 1502.50 It appearing to the court that Mr. J. C. Bayer now presents his bill for term eott for the proposed new court house and also presents an agreement to hold the terra cotta at their factory for a period of sis months free of charge and also to replace any broken pieces, and that all shall be delivered in good con dition, said material to be f. o. b. fac tory. The original contract for same appearing to be $28,893 and Mr. Bayer agreeing to accept $19,500 as payment in full for the entire amount as per original contract. It is ordered that the same be and is hereby accepted and that the clerk draw a warrant in favor of Mr. J. C. Bayer for the sum of $19500. Upon the petition of citizen of Sea aide stating that C. E. Jackins, en old soldier is sick and aged and without proper care and attention, owing to his lack of relatives, he is in destitute cir- cumstances. That his only means of support is his pension which is not suf ficient for his care and support. It is ordered that the clerk make applica tion to the Soldiers' Home at Roseburg for his admission. The following bids were opened for hauling plank between Jewell and David Tweedles. Fred Pope, $1.25 per thousand; Gus Gronnel, $1.44 per thousand; Fred Xor niand, $2 per thousand or will haul and lay plank for $1 per rod. At the same time is read a letter from Mr. Tweedle stating that at the tax meeting in 1906 volunteer work amounting to forty days with teams, were subscribed for the hauling of plank in said district and over thirty work by men without teams, who were willing to work if asked to. lhat the volunteer work would dispense with the long haul as said work can be done on the long haul and leave more money for grading, the clerfe is instructed to write Mr. Tweedle that upon examination of the minutes of the road meeting no mention is made of any volunteer work, the court de sires to have a more definite under standing regarding this matter, so that they will be in a position to let con tracts for the shorter haul. The following bids were opened for clearing the right of way on road Xo. !; from the S mile post around Nord strom Hill to connect with the old road in district No. 13 F.l-iel, Charles Gronnel. -40 cents per rod; O. M. Jacobson. $1S5; J. 1J. Wherry, from Aider creek around Xordstroms Hill to connect with the old road above " mile post, 00 cents p r rod and will put right of way on an even grade from bridge above Xordstrom's barn to the 7-mile post; Alex Xormand. 74 cent per rod: John O. Johnson, 00 cents per rod. Ordered that the clerk uncertain if Charles Gronnel will clear the right of way on a true grade for the price price stated in hi bid. Further order- j ed that this matter be continued until i April 17th. C. B. Rhodes and A. Welch granted the right to locate, construct and main tain electric wiivs and poles county bridges known as lower or railroad bridge, Grime and Hermosa Park bridges. The following bids were opened for clearing right of way of rviad Xo. 102 (Aldrich Point) John Engstrom. begin ping at Aldrich Point and running a distance of one mile at the price of $2.75 per road. Ordered that the bid be rejected and the clerk ak for bid for clearing said right of ways, same to be filed by May 1, 1906. Ordered that the Road Master pur chase 2000 feet of road lumber for road district Xo. 5. Ordered that bids be asked for haul ing and spreading gravel on roads in district Xo. 4. Upon the petition of the sheriff. Ed gar G. Gearhart i allowed the sum of $25 per month as jailer. Clerk instructed to notify Mr. Carl that the Road Master would inspect the road and bridge work in District Xo. 12 as soon as possible. Ordered that Mr. F. M. BlaMcll be allowed for lumber used for culvert in the improvement of road Xo. 101 (Olney). Communication received from Charles Gronnel, stating that he would clear the right of way on road Xo. 99 around the Xordstrom Hill at the price stated in his bid (40 cents per rod). Ordered that the contract be awarded to Mr. Gronnd and that he be required to fur nish a bond in the sum of $100. Alex Gilbert granted permission to remove a portion of the railing on the north side of the Grimes' bridge, at Seaside, for the purpose of erecting a building. Mr. David Tweedle appeared before the court and shows the court that it is the wish of the taxpayers of road dis trict Xo. 15 that the hauling and laying of plank in said disrict be done by day's work, taking into consideration the volunteer work subscribed. Ordered by the court that the wish of the taxpayers be granted and that the supervisor be immediately ntoified of this order, and all bids heretofore filed he rejected. Ordered that bids be asked for clear ing right of way on road Xo. 100, be ginning at John Day Station. Bids to be filed by May 1st. Ordered that an election be held on Monday the 4th day of June, 1006, to vote for or against prohibition of the sale of intoxicating liquors for bever age purposes for Astoria Precinct Xo. 6, only, of Clatsop County. Statement of the sheriff tiled showing that be has assessed property for the year 1905 to the value of $1,075.51. Ordered that the clerk charge the sheriff with the amount so assessed. Ordered tluit the claim of the Fast ern Investment Company for a refund of taxes, be not allowed. It is ordered that the clerk draw a warrant on the court house fund in favor of the Minneapolis Steel 4 Ma chinery Company in the sum of $253.77 being in full for steel necessary to complete the court house. And it is further ordered that the clerk draw a warrant on the court house fund in the sum of $932.07 in favor of Hastie A Dougan lieing in full for the stone necessary to complete the building. Complaint having been made to the niemlieiv of the court regarding the al lowance to the district attorney for otlice rent, there being no office in the pre-ent court house for said officer and the following communication hav ing been tiled at the time of the allow ance of said $25. To the Honorable County Court of Clatsop County: (ientlemen: I hereby request that you furnish an office for me as county and district attorney for the year 1906, or that in lieu of same you allow me the sum of $25 per month for the ex pense of the office which I have at present. You are undoubtedly aware that the law says that the district attorney is the officer of the county, also tiiat the county court has power to provide offices and furniture, books, stationery, fuel and light therefor for the county offi cers. I have never heretofore asked the court to provide for any portion of the expense of my office, on account of the increased work for the county dur ing the past year, I am compelled to hire extra, help. Therefore, I have determined to re quest only what the law clearly en titles me to, that is the appropriation of the sum mentioned above. Respectfully yours, HARRISON' ALL FX. The court now rules that it was right in granting same and still adheres to its former ruling. It appearing to the court from the minutes of the special tax levy meeting in district Xo. 12, that the sum of $200 was to be expended on the Fish hawk road, the supervisor of said road dis trict Xo. 12, Wm, Jones is hereby in structed to improve the roail by ex pending the amount as soon as possible. And it appearing that in same minutes the sum of $200 was to lie expended from the west boundary of said road district on road Xo. 77 to the 34-mile stake, the supervisor' is instructed to expend same a soon as same can Ik done profitably. And it further ap pearing from the same minutes that the sum of $200 was set aside for the im provement of said road Xo. 77 from the 36-mile stake to the 39-mile stake and as most of this will be in the shape of puncheoning said road, the supervisor is requested to inform the court of the amount of puncheon the Improvement will take. It is oiilcrcd that the clerk draw a warrant on road district Xo, 12 fund in favor of Mr, I.. A. Larson for the nm of $300 as part payment on his con duct for improving 4S0 roads of road Xo, 77 beginning 60 roads east of the 30-niilo post. The following bid was opened for hauling and spreading gravel on road in district Xo, 40: G, K. ami C. W. llartill, from I larder's bridge to F.laudt's bridge, 60 cent per cubic yard; from Khiudt's bridge to igu board at crossing, H5 rent per cubic yard ; from sign luxinl to planking opposite J, X. llceUnl's house at $125 per cubic yard, There being but one bid tiled and the court being of the opinion that ame is reasonable. It is ordered that the contract be to G. K. ami C. W, llartill, that they be required to furnih it bond in the sum of $200. Ordered that bids le nked for clear ing and grading road Xo. 77 from where I- A. I -arson contract ended to where said rond intersects the Columbia County Line. Hid to be tiled with the County Clerk by Jilne 5". 1900. In the matter of improving the road from Seaside Gate to Ueerinnn's north line. The court not lieing fully advised, it is ordered that the matter be con tinned. The following bid were oM'llcd for clearing road Xo. 102 beginning at Aldrich Point. O. A. Horglund begin niug at the 2-mile post and running a distance of one mile, $1.25 per rod; X. I. Horglund, beginning at the Finite post and running south one mile, $1.25. Rnad Master's Report for April read a lid ordered tiled. A petition having liecn pivsentcd to the mint from the resident of Seaside, stating that ('. I'. Jackins is old and unable to care for himself. Ordered that the clerk w rite to Max or Young, that the proper paper have liecn forwarded to the soldiers' home, for Mr. Jaekius' admission. That if Mr. Jackins is unable to care for himself at present, that he lie sent to St. Mary's Hospital nt Astoria where provision will lie made for his care. It appearing to the court that certain taxpayer are circulating reports to the effect that the court has no contract a to the delivery of the term cotta. And the court now having received a let ter from Mr. Bayer on liehalf of Glad ding A McHcan, the manufacturer asking permission to make immediate shipment of the same a they need the room on account of anticipating a great deal of work from San Francisco. It i ordered that Mr. Bayer l noti fied to ship the full amount of terra cotta as per contract as soon as pos sible, and that the same be routed via . & C. R. R. Co. Ordered that bids be asked for grad ing mad Xo 99 from the 8-mile post around the Xordstrom hill to connect with the old road Bids to be tiled by May 22nd. Ordered that the Road Msister im prove road No. 7" from the Kmiim bridge to connect with the wink done by Mr. Blaisdell on Alder Ridge, by day's labor. Ordered that bids be nsked fop clear ing road Xo. 100 from point of begin ning to John Day Station. Bids to be filed by May 23rd. Ordered that bids be asked for clear ing of right of way on road Xo. 77 from the Olney School Hou-e to the 10-mile post, where it connects with the present roud. Bids to be filed with the County Clerk on or before June 5, 1906. Ordered that court do now adjourn until May 23, 1906. What I said to bo the largest cargo of fresh halibut ever brought into any port In the world came to Tacoimi last night on the Taconia built steamer apora, of the International Fisheries company' Heel. The well known vessel had In her holds 270,000 pound of llsh which I the rec ord halibut catch for her and for nil other IWIiing craft, according to II. K, Pool, president of the International company. What make the sine of the catch more astonishing than it would otherwise be, 1 the fact that the oil burner has been absent from port but seven day, which Is an unusually mart cruise. The lict previous catch made by the Znponi was on a cruise which she ended March 18, when she came into port with 260,000 pound. That was consid ered phenomenal, On this trip she wm out a shorter time and brought back 10,000 pound more. The catch was made on the fishing grounds at Hecate straight", which ! south of Dixon entrance, where the greatest number of halibut were found formerly. A the; fishing hank are hundred of mile from Taconia the steamer spend several day en route, going and coming. Thus her fishermen had to do all their work during the re maining four or five day they were out. Captain Jnhaiisou state that the weather during part of the cruise was rough, but while the steamer lay on the llhiug bank it was ideal for catch ing the big white fish. The last few month have Iwvu the best ever eci icuii'd by the halibut fishermen and they have nexcr failed in getting large catches. Every cruise made by the Zapora and the With, of the same licet, this spring has resulted In extraordinary large catches and the company ha Wn enabled to send enormous shipment to its Eastern mar kU, The International has steadily grown in the last few year until now it i the largest fresh fish company In the country. Regular shipment In ear load lots are made from Tacoma to Gloucester, Mass.. which wa once rec ognized as the center of the fishing in dustry for the t'nited State.
