Governor j Wiggins, in a letter to a meeting in j Cooper L'nion. in honor of the eighth ainiiveivary of the founding of the Peoples' Institute, last night, said the rei-ent insurance investigation was "Con ducted to a conclusion without fear or favor." Governor Higgins' letter contained the following: " The insurance investigation was set in motion by me when it appeared that something was radically wrong in the management of the great companies. " It is a hopeful sign when vast wealth and vested interest are arraigned at the bar of public opinion and made to an swer to charges of selfishness and law less gTeed.
