Continuing, Dr. Delbruck admitted
that German industry would be de

State.
"See to it," he said, "that cotton is

if yon see a woman or a man with lux
uriant glossy hair, you may be sure nei
ther has dandruff to amount to anything.
In nearly every case where women and
men have thin brittle hair, they owe It
to dandruff. There are hundreds of prep
arations that "claim" to cure dandruff,
but not one but Newbro's Herpicide tells
you that dandruff Is the result of a germ
burrowing Into the scalp, and that per
manent cure of dandruff and its conse
quent falling and baldness, can only be
bad by killing the germ; and there is no
other preparation that will destroy that
germ but Newbro's Herpicide. "Destroy
the cause, and you remove the effect."

amendment will have important bear
ing on the Oriental commerce that the
Oregon port is building up.
Holding up the Bristol nomination
for the district attorneyship of Oregon
has created far more intere-t in Wash
ington than is usual with cases of
equal rank. This peculiar prominence
giows from the troubles through which
the stat has recently passed, which
have been given national attention.
It is apparent in official circles that
Oregon, has gained wonderfully from
the Bristol affair. This statement is
without any prejudice to the young
man in question, for his individuality
is lost here in the more general aspect
of tlic case as it bears on Oregon.
Eastorn people suddenly realize that
the i'.ue, tooth comb process, when ap
plied without fear or favor, is likely
to catch some who have the very high
"-t eiidor-einent asked by the adminis
tration or Congress. Also, it is readily
confessed that the fact of an endorse-
men Uing mistaken in . its accuracy, is
not a reflection upon the official re
sponsible for the endorsement.
Briefly, the flower of any community,
chosen witsh discrimination by per
sons who cannot possibly have local
bias, may fall victims to charges, where
the people are thoroughly aroused on
the subject of pure administration.
When Senator Fulton made a public
statement explaining how the obstruc
tion to Bristol's confirmation came to
his attention, the case was raised above
party feeling. The Senate committee
expressed the purpose of standing with
the Oregon S-nator, and equal acquies
cence was shown by the administration
when the charge was presented to the
President,
Duiiti),' discussion of the whipping
post law for the District of Columbia,
fiequcnt reference was made to the
Oregon statute, and many Inquiries re
sulted. As Oregon U one of the newest
state to adopt this form of punish
mont for wife-bestow, and Is regarded
typically Western, the legislator want
ed to know how the new law affected
both the pubHo and the culprit. The
mere fact thst such a State a Oregon
had the law, gnve it consideration far
more seriousness than would have Imh'ii
the. ease otherwise, but Oregon's pies
tig was not snllleient example to in
fluence national legislators to tln point
of whipping wife-beater at the Capitol.

took Orchard to Scott and Sterling, de
tectives of the mine, owners' a-oci-tion
and Orchard repeated his story.
Scott aud Stewing immediately eon
ployed him at a detective for the asso
ciation, lie was Instructed to attend
the meetings of the union and report
daily. Orchard continued In the employ
of the association until June, UXH. On
June tfth an explosion occurred at th
Independent depot and Orchard disap
peared Hunt Up By Thumb.
A mob took pose.sion ' Cripple
Creek and Victor and attempted to force
a confession frtuu many suspected par
ties. One voting man was suspended by
the thumbs until he agreed to tell the
name of the fiend who caused the explos
ion. When lowered he said:
"Harry Orchard did it."
Pursued By Bloodhounds.
Orchard was pursued by blood hounds.
The pursuing mob did not know Or
chard was an employe of the mine
owners' association. It knew him only
as a member of the miners' union. Or
chard and a companion named Neville
traveled by wagon out of Cripple Creek,
avoiding important towns and finally
reaching Greeley. There they took a
train to Cheyenne, where Orchard re
ceived money from Colorado friends snd
disappeared. lie returned to Denver
last April. It Is said he feared arrest
on account of his connection with the
explosion and therefore changed hi
name to Hogan. For a time he worked
for insurance companies and August last
left Colorado saying he was going to
New York. lie was next heard of a ben
he was arrested for the Steunenberg
murder. Neville was arrested, but the
charge of murder was never pressed.
Sheriff Bell claims Neville confessed that
Orchard dynamited the depot. It is
said Neville is now dead. This latter
statement the Times has been unable
to verify.
Statements Were True.
It Is said Orchard's confession con
tained so many sensational statements
that it was decided by the authorities
to investigate before granting the extra
dition of Moyer, Heywood and Petti
bone. It is said General Wells found
the bomb intended for Judge Goddard of
the Supreme Court at the exact spot
where Orchard said it was.
