Mr. Shonta aaid the racinc Mail pur posely caused the freight blockade in order that canal supplies destined for Panama might be shipped to San Fran Cisco over the Southern Pacific and transported thence to the Isthmus by the Pacific Mail. It has been aaid that not a pound of government freight has reached Panama by that routs. In) other words, Mr. Shonts jumped at conclusion as Secretary Taft did and as PouMney fiigelow did.
