The Astorian is phased with the ap
pointment of Mr. Herman Wise as May
or of Astoria for the coming year, as
made last night by the Common Council
Aside from politics, theelecUoa is an
admirable one and ensures 4o the city
a man of excellent business judgment
and executive ability in a position
where those qualities will be most ap
preciated, and are, indeed mott neces
sary. It is not afraid to trust the
management of municipal affairs to the
skilled hands of Mr. Wise, and it will
in every way possible uphold tbe dig
nity and honor of the place as it shall
be exemplified by him. Political differ
ences will not be permitted to center
into its consideration and treatment of
his official administration, because it
believe in his fairness nd acumen,
and has faith in his capacity for un
biased good work for the whole people.
Success to him.
SPEAKING OF RINGS.
One patent result of tlie rwvt elec
tion in this city is the firm and un
questioned establishment of the Demo
cratic dominance of tbe once known
' "Citizens'" movement This is no long
er denied nor doubted. The once favor
ed movement has gone over, "lock, stock
and barrel," to the sway of the local
Democracy and has put itself in line
and touch, men and measures with tfiat
faction, and the minority faction at
that let whoso deny this that will,
- the public knows it and it is certain
to have its ultimate effect in directing
popular feeling and judgment.
There has been a good deal said in
some quarters, during the progress of
the late campaign, about the "Republi
can Ring" and it .has received its full
measure of abusei and vituperation, and
the bitter criticism end public arraign
ment accorded it, 1ia far exceeded the
animadversions set up hr way of reply,
in this paper. But, be that as it may,
the people of this city are here end
now warned, that there is. in process
01 perfect formation and equipment, a
political ring, of Democratic origin and
Democmfic control that will soon make

THEY MUST LEARN.
Cadet Meriwether ha Wn condemn
ed to punishment for his part in the
fight that resulted in tlw death of Ca
det Branch. A public reprimand by the
secretary of the navy and a year con
finement to the Xaval Academy consti
tute" the sentence. Meriwether, in
sense, is the victim of a system that
can hardly be entirely destroyed while
vouth are trained to war. At another
school fighting might be absolutely pro
hibited. At a militury school it appeals
to the students as one of the primary
elements of their education. They are
not being trained for the ministry; they

"Honor" is sometimes confused with an

made to suffer what will doubtless ap
peal to him as a bard sentence, but it
is right that a penalty should be in
dieted. It remains to tone down the
code that involves the young men in
fights through jersonal spite and nag
ging.
COTTON THE WORLD OVER.
The British cotton growing associa
tion reports a prospective crop, in Brit'
Lh possessions, of 25,000 bales. France,
Germany, Portugal and Spain are try
tog to raise cotton, and some of their
growers receive government suimiuie
but with comparatively small results so

far. The president of the French cot
ton association estimates Uiat the de
mand for cotton increases at the rate
of 40,000 bales a year.
WONDERFUL EXPANSION.
It i only three years since tbe irri
gation law was phased, and atready the
government has constructed 77 miles of
main canal, 64 miles of distributing sys
tem, 186 mile of ditches, including
dam; 3 12 miles of tunnels, 120 miles
of wagon roads, 147 bridges, a cement
mill with a capacity of 300 barrels a
day, and many buildings incidental to
the work. In no other case in history
have internal improvements on a large
scale been pushed with equal prompt
ness.
BETTER LATE THAN NEVER.
At the end of forty years Col. John
R. Hurd of Colorado has just learned
that he was brevetted brigadier general
by Present Lincoln. Thai honor is
discovered late, but time has added to
the reasons for it appreciation. Col,

Xew York, Dec. 18. Ceneral Joseph
Wheeler wa the guest of the Tleiades
club last evening and in a brief speech
said among other things:
"It has been said that the recent war
cemented the North and the SJuth
This, it seems to me, is not so. It only
served to emphasize the feeling which
had existed between the North and the
South for 30 years.
"There is one respect in the recent
war that was remarkable. If you will
examine the record of the battles under
the great generals you will find that in
