For sometime there has been a du bioua feeling .akin to dread, throughout tie. city, by men of all partk, who are bearing the larger local burdens of tax ation, in regard to the city's actual fin ancial status, and the situation has not been helped any by City Attorney A. M. Smith's recent eomniuniea'on tb the council on the matter of the forth coming levy, wherein ho is forced to de clare "the expenditures of each depart ment for the coining year mut be limited to the tax and appropriation made, AS IT IS IMPOSSIBLE FOR THE CITY TO INCREASE ITS IN DEBTEDNESS. The fact is the city is over $7000 be yond 'her charter debt limit now and every dollar added to that exoess will but discredit her more and more. One single Inquiry from ony monetary concern holdintr the bonds or other public debits of the city, will pre cipitate a discount of her current war rants and disparage the value of every voluminous obligation she is under. It U idle to deplore the loss of "that $1, W0." That is unavailable any loncr; Astoria has other tour or revenue beside that gathered from the purlieu of vice- and immorality witiiin her borders: And if he has not, then she can do as other cities have done, in thi very state, cut down her departments, and lower the payrolls of the city, curb Iter expenditures for a few years and carefully manage her income and outgo, just aa a business house does when it is Vip against reverses. Mr. Smith, as tie paid legal adviser of the administration, is wholly to blame for permitting this encroachment upon the debt martins of the city. It would indeed be strange, if, dur ing so long, varied and active a career as his, then, were not Rome elemenU of reproach to niimify the value of his great record. The generous expedient of forgetting the darker phase of this great service i always at hand, and, in grateful remembrance of the potent good he accomplished for tin common wealth, we gladly lay aside the unhap py portions of the history and thank fully exuit in the splendid abundance of his achievement. Time wa when every hand and voice throughout the state, gave him voluntary acclaim as a faithful and successful servant. We desire now to reniemWhim, wholly to his honor and something to our own, as a man who performed the great bulk of his official duty with undoubted skill and heavy per rentage of success. The members of the various unions employed in the work of excavation met last night and agreed that if their demand acre not granted to strike Monday.
