The former, of which Admiral Drwey
is president, consists of the Chief of
Bureau of Navigation, the president of
the naval college, the chiff intelligence
ffioer and four other line officer. The
Board of Construction is composed of
tie chiefs of the bureaus of steam en
gineering, equipment, ordnance and con-
e traction, and repairs and in the event
of a tie rote, the chief of tlie bureau
of navigation.
Great Britain having ordered the
building of a. battleship displacing on
trial 18,000 ton-, the Dreadnaught, as
an experiment, the general board is in
favor of the American navy following
suit by building three new battleship
of 18,000 tons and by increasing the
tonnage of the two battleships author
ised at the last Congress, the South
Carolina and Michigan, from 16,000 to
18,000 tons. In addition the general
board asks for three scout cruiser, gun
boats and additional torpedo boats and
destroyers.
The Board of Construction in its re
port to the secretary disapproves of the
first item of the general board's pro
gram, the authorization of 13,000 ton
battleships or the increase of the ton-
sage of the two battlfehips already au
thorized to that figure. The board is
in favor of a homogenous building pro
gram.
It believes the 18.000 ton ship is at
best an experiment and that tonnage
increases but little- the fighting efficien
cy. On the ground that the 16,000 ton
batUesbip i, all things ct.nidered, the
more formidable and effective man of
war, the board urge that the battle
ships to be authorized at this Congress,
be of this type and recommend that
the South Carolina and Michigan be
built as authorized, or 16.WU tons trial
displacement.
