They dare not abandon the plan of
throwing the city wide open, for the
moment they relinquish that program,
were not higher and lower phase of
that business as well as other lines
of traffic. Not every saloon is a "Dive,",
and no "Dive" is a saloon in the accept
ed use of that word and buiues. The
potency for evil, and lows, and disgrace
attaching to one reputable saloon is as
