board of which Admiral Dewey is pre!
dent, for the construction of three new
battleships. This plan was adopted by
the general board to support the Pre!
dent's known wish.

Railroads Work Regularly.
Moscow, Nov. 17. All railroads ex
cept the Nicholas line are working regu
larly today. There was only one train
from St, Petersburg today, but the rail
road traffic from Mocow to St. Peters
burg has Wn reumed. The telegraph
ers, at a meeting today, reolved to di
rect their energie solely to economic
purposes, and to entirely disregard poli
ties. The factory strike was extended
today. The strikers tre organizing a
workmen's council, after a model of the
council at St. Petersburg. A commit
tee, however, pronounced itself as op
posed in principle to the general strike,
declared in St. Petersburg.
Strike Ended in Poland.
Warwaw, Nov. 17. Regular railroad
traffic has been resumed throughout Po
land, the strike of the railroad men hav
ing ended. Normal life in the city i
resumed. Hunks and stores have re
opened and factories are in operation

Senate Candidates Named.
Helsingfors, Nov. 17. The convention
of the Constitutionalists, held here to
day, prepared li-t of rumlidute for
the Senate to replace Hiccm- resigned.,
Many Finns, prominent in the National

Prefect-Advises People Not to Yield.
St. Petersburg, Nov. 17. Oncral Led-

lamation today calling on the inhabi
tants not to yield to the demands of
the strikers for cessation of work, which
it is pointed out, are mimic times aecom-
ptnied by threat. The proclamation an

en for the repression of violence.
