Congressman Iturton of Ohio, chair man of the river and harUws committee of the lower house of Congress, is au thority for the statement that no gen eral river and harbor bill will be pas ed at the coming session of Congress. A bill passed last sesion carried ap propriations sufficient for projecta de serving immediate attention Moreover, Congress must curtail expenses in or der to wipe out the existing deficiency, which annoys the administration and the partv leaders. The peoiile like to see the treasury balance on the right right side of the ledger. In view of this, tlie millions asked by the general naval board for new battleships and mosquito craft will hardly be granted in full, although some addition to the force will be authorized. 0 GATES THROWN OPEN. The political gates of Astoria are now vide open. The city campaign is on. It is up to the people. The Republican party at the recent primaries nominat ed ita ticket. Last night fhe "Xon- a Partisans," otherwise, thef Democrat, (with an acVess of heterogenous adher ents that know no other political stat su) named theirs. The issues laid down by the Republicans are well known. They stand for no open town, in the feense that license is to run riot in As- REFORM THE REFORMERS. Newspaper enterprise has reached such perfection in Paris, according to "The London Globe." that the ".Matin" and "Journal," which have been making a specialty of abuses and reforms as an advertisement, have now remedied near ly every scandal in the metropolis. At theiq own expense thcV have recon strucW building, converted? all pro curable bad characters, and even enter ed the government offices and reorgan ized them until their representatives have been thrown out. Matters have now come to a serious climax there is little left to reform. Paris is reported to be becoming the best of all possible cities. Lnless another Drevfus case or Panama scandal can be got up the cir culation of the papers will be seriously impaired. 0 TALK OF THE DAY. ADAIR TO THE FRONT Leads in Statement for the Month of, October. SUPERINTENDENT'S REPOR Snowing Made by tbsf Teachers and Scholars for the Past Twenty School Days Fine Figures for All Concerned ia the Matter. SmoJang is to be reformed by its friends. A convention of pii smokers waa held in Belgium to combat the abuse of tobacco. The best way to pre vent the abuse of tobacco in to smoke slowly. II. Kos, the president of the convention, informed his hearers that toria because it brings in a modicum of jt t0ok him three hours and seven min- utes to get through one pipe. It is obvious tjmjt atj tiis iite) of goingt one could hardly smoke more than four pipes a day. A pipe, according to M. Kos, will outlast three hours if tilled in a particular way loosely, that is, at the bottom, firmly in the middle, and again loosely at the top. "Further," he said, "you must give up your whole mind to the process. Patience and de-t-mination make the truer smoker." M. Kos went on to affirm that the ob ject of the convention, strange as it may appear, was to combat the abuse of ' tobacco. Those who smoke slowly get the greatest amount of pleasure out of thtir tobacco, while the nicotine is absorbed in the wxd and does not reach the lips. 0 profit to a few saloons and dance-house proprietors. They stand for good, clean, honest, efficient, capable government. with the cash balances on the credit tide of the municipal ledger; for a city well within henj charte limit of In debtedness; for the enforcement of civ il and moral law and the subjugation of ' the gamblers, macques, abandoned women and the big and little fry of immorality, to the domination of the jaw a it is written, and to the rccognl tion of every unwritten precept of de cent municipal life and administration Let there be no mistake. The Republi cans are pledged to maintain the ex isting status of affairs and will suffer 110 transgression of the decent lines up on which Astoria is now control!!. Those who would throw the city wide open, place her back in her old and wretched condition of obscene and per verted prominence, must vote the Demcoratic -Non-Partisan -Citizen-Sore head ballot, and take their chances, Mayor Suprenant is at the .head of both tickets and he is a clever and hon orable man who will do his dluty, but it is not to the Mayor the citizen must turn for safety. It is to the Common Council; that is the seat of effective government. All depends upon the Council and the Police Commission These two are the grave element of the ballots as fiey stand for choice jjnd ef feet. It is up to the voters of Astoria. What they say and do becomes the fjuiding principle of those who execute her civic prerogatives, and the voter Js wholly and solely responsible for her fu ture, its honor, credit, and profit, or Its chame, discounted standing and infinite lost. 0 INVESTMENT FOR PROFIT.' The palaces of the millionaire, like the the east side tenements or the subur ban cottages, have been built directly for the market. The modern Fifth ave nue mansion has become almost a staple article of merchants. Five or six years ago the builder who risked his capital in a $30,000 or $40,000 house STAND FOR YOUR STATE. Texas is a whopper. She's a peach. She's the widest, hroadcht and longest country on earth, extending from East to Wet and also from North to South. She could put Rhode Island in her vest pocket. She could swallow three or four states like Maryland and wash 'em down by drinking the Mississippi dry, and could digest 'em without ever hav ing the colic. Texas is the empire state of the union without any Kaiser Bill for an Emperor. She's the chiefest among ten thousand and altogether lively, wild, reckless. She's the pebble on the beach. She's one of the old blue hen's chick ens. She's the cock of the walk and the Democrat of the world. Site's a wolf, and it's her day to howl. Texas is bounded on the East by the alligat ors of Louisiana and huckleberry thick ets of Arkansas. She is bounded on tlie North by the tomahawk and the war whoop of the red man. She is bounded on the West by the chili con came of New Mexico and the hot tar males of Old Mexico. Slie is bounded on the South by the Gulf of Mexico, and if it wasn't for that measly body of salt water she would extend beyond tlte South pole. As I said in the begin nig, Texas is a whopper; she ia a Jim Dandy, and don't you doubt it. Choc taw (Tex.), Inquirer. City Superintendent of School W A. Clark has prepared his report of the Astoria public school system for the month beginning on October 10th, and ending on November 10th, covering twunts- days attendance! and servieci From that report (which cannot be pub lished in full in these columns), the fol lowing intere-ting matters and lisiures are culled. The totals of registered school child ren 111 the district are viven as fol- ows: Girls, 702; boys, 683; lioth l:W7: Mont lil v enrollment, jrirls, iH: bov. Ui lmth 1.1S0. Days attendance, -Jti,-71.3; days absence, 4"tl. The Per cent of daily atteuJauce i as follows: Alderbrook, OS. 3; ADAIR, 99.3; Shively, 06.0; MeClure, P8.2; 01 ney, US.8; Taylor, 07.9, and High, IKS. This puts the Adair school at the head on the lit for attendance and the fur ther declaration of SuperinU-ndttit Clark, that there was neither absence nor tardiness in Room No. 7, of the Adair school during the entire month, puts that building and room on thej "Banner" side of everything scholastic for the month. The total per cent at tendance for all the schools for the en tire month is put at 08.4, a -plcndid showing for the system. The report, taken as a whole, I very gratifying to all concerned, and speaks volumns for the teachers 111 charge who have been able to maintain siu-h flattering figures, a state of affairs to which the scholars themselves have con tributed in good fashion.
