DEMONSTRATION TO COME.
The- controversy in relation to the
available water on the Columbia river
bar has reached an acute staj;e. The
gravest of irusues are now before ship
owners and masters, and the question
of exact knowledge as to the working
depths of water on the barrier is a live
one as between the pilots doing daily
business there and the Government ex
peris who have ju-t completed their lat
est survey. The pilots say that twenty
four feet is the safest margin of loading
to which shippers can go. The Federal
experts have declared, from their lat
et sounding, that twenty-seven feet is
a safe maximum. Here the guage lies
thrown down by the only authorities in
the world; and right here the Astor
ian is going to leave it, until it is tak
en up by one or the other, in victory
or defeat. This paper has stood man
fully for the pilots and their practical
conclusions, believing them the safest
because of the daily measurements tak
en by these men, whose sole business it
is to know this if they never learn any
thing else. The statement of Govern
ment findings must be treated with re
spect, and will be, until it is forced to
the rear by demonstrations on the bar
itself by vessels loaded to the greater
limit; nor will the findings and declara
tiona of the pilot association be treated
with less respect than it has been until
the same demonstration shall confute
them. The whole thing is up to the bar
and the ships that cross it.
ONCE WILL DO.
It has now been determined by the
municipal authorities that the registra
tion for the primaries will answer for
the purpose of the general election!
This varies from the original idea held
that every citizen had to register twice,
once, for the primaries and again for the
election. The latest conclusion is un
doubtedly safe, and a whole lot more
convenient for everybody. The rule
does not, however, obviate the impera
tive necessity for the registration of
every Republican in the city, nor dimin
ish the expediency of its being done
NOW. Once done, every man is in a
position to proceed with any phase of
duty devolving upon him, and there will
be no limitations for the Republicans in
this event, until the last vote of the
party has been cast and counted. To
achieve this, REGISTRATION IS THE
FIRST STEP; if it is not taken, then
STAND STILL.

Dwellers in the city and country alike
have, or should have a lively interest
in the investigation which the Depart
ment of Agriculture is just beginning
with a view to determining the best
type of barns for dairy cows. The im
portance to cities and individuals of the
jurity and healthfulness of the milk
upply8"obvjou8i yet the great mass1
of the urban population is still, in spite
of official inspection, largely at the
mercy of chance, so far as the thorough
ly hygienic qualities of that supply are
concerned. With the best intentions,
many owner of dairy herd still house
their stock in ill-ventilated and ill-con-tructed
stables, with a naive disregard
of the primi-ples of sanitation. Now
that the scientist's are aguiu raising
the question whether bovine tuberculos
is not, after all, coniiminicablo, to
man, the health of milch cow become,
even more than formerly, a point of
prime importance. Mlel dairy farms
in various part of the country exhibit
ideal conditions, but the condition
are frequently attained only at an ex-jH-ne
so great as to put them lieyond
the reach of the ordinary farmer. The
Secretary's evident purpose i to gather
such data of the plan and construc
tion of suitable buildings a will enable
the average dairyman to avail himself
of them with profit to himself and his
customers.

The Legislature of Missouri at its last
session adopted what is called the
special jury law. Under it Judge Mc
Donald of the circuit court, in the exer
cise of the discretion the law reposes
in hint, has ordered a special jury to
try a case against a physician for dam
ages for malpractice. The order for the
panel instruct the jury commissioner to
seWt thirty-five persons from the
jury list who possess more than ordi
nary intelligence, the standard of which
is to be their ability to understand
and grasp testimony relative th the
anatomy of the human body and the
treatment of personal injuries.

Gov. Davis ha announced his final
determination not to sit at the tabl
where luncheon will be served to the
presidential party at Little Rock. The
presidential party is entitled to con
gratulation and the state of Arkansas
to condolences.

for the primary nominating election to
be held in this city on Monday the 13th
day of November, 1905, will be opened
at the Auditor' office in the city hall,
on Monday the 23rd day of October,
1905, and will close for said primary
election on the 7th day of November,
1905, at the hour of 4 o'clock p. m said
registration books will be again opened
on Thursday the lGth day of November,
1905, for the general election to be held
in this city on Wednesday the 13th day
of December, 1905, and will close on
Saturday, the 9th. day of -December,
1905, at 4 o'clock p. m. All persons
must register In order to be entitled to
vote.
