noon attraction at the Astoria dock
yesterday while she lay at anchor off
the Flavcl pier underpin custom in
spection and awaiting her pilot for the

UNLUCKY OCEANO.
Yesterday's Orcgonian has the follow
ing atient the unlucky Oceano:
"For the third time within the past
two weeks it has been necessary to
place the British steamship Oceano on
the drydock at St, John'. When floated

that the repair work which had been
don to her would answer the require
ments, but no sooner had she touched
the water than she began to leak. She
was again raised and an effort will be
made U get her in a seaworthy con
dition tomorrow-.
"While being towed to the quarantine
station at Astoria less than a month
ago the Oceano went aground and dam
aged one side of her hull so badly that
she was ordered to go into tlie drydock
and have three of her steel plates re
placed with new ones. The St. Johns
Shipbuilding Company was awarded the
contract for doing the work. After the
repair had been made the steamer was
lowered into the river and it is said
that water poured in in steady streams
through the rivet hole. Bumps had to
he kept in operation for afonil eight
hours.
"She was again raised the next morn
ing and the Willamette Iron A Steel
Work was called on to make the re
pair. The contract was rushed with all
possible haste as the shipper was anx
ious to get the steamer in shape to
begin loading wheat and tlour for Ja
pan. It was announced yesterday that
she was ready to be taken from the
dock and that she would le in Portland
harbor in the afternoon. But it turned
out that the repair work was again
faulty and the big tramp had to go
back on the pontoons for the third
time. The Oceano is under charter to
Mitsui & Co., and if he is not soon put
in shape to receive cargo it is believed
that the firm will hiake arrangements
to get another vessel."
Japanese Tramp Fleet.
A dispatch from Victoria, B. C. says
that advices received there from the
Orient are to the effect that Japanese
shipping firms are about to send a mini
ler of tramp steamers to the United
States and F.urope. carrying freight at
about a third of the usual rate. Tlie

The I'nited Stat cruiser Chicago,
the flagship of the Pacific squadron, will
arrive in these waters about Novcmlor
I. She is now at the Bremerton navy
yard, but under order will proved to
Tacoma on Saturday for a week's stay
in that port. Following this she will
go to Seattle for a few days, ami then
come to Astoria and Portland.
The Harvest Queen arrived down late
yesterday evening with the Centum ship
Kilbeck on her haw sera. The latter ves
sel, under command of Captain Mulct
ten. is grain laden, for F.urope.
The towing steamer Oklahama came
down yesterday, from Portland, with
the schooner Virginia, lumber laden for
south coat points.
The American ship Charles A. Miody
after appearing and disappearing at and
from the Columbia bar, for the pat ten
days, crossed yesterday evening on the
Tatoosh's hawser and will go hence to
Rainier as soon as she can secure a
tow. prolwbly today. She is seeking
charter and cargo, and arrives from San
Francisco.

The gasoline steamer Winn was sold
yesterday by tlie Columbia Kiver Park

relation was tiled at the. federal cus
tom house yesterday.
The steamer Alliance was due at tlie
Cullender dock late last night, or early
this morning.
The crack steamer Roanoke, from San
Francisco, Kureka and Coos Bay, is due
here tomorrow sometime, anil will dock
at the Calender pier.
The lighthouse tender Columbine ar
rived in from I'matilla reef yesterday
evening and met her running mate, the
Heather, just down from Portland, at
their dock.
The steamer 1'ndine arrived down,
and got away, on good time last night,
with a fair list of passengers each way.
The steamer Melville reached her
berth at the Callender docks yesterday
morning from a long tow to Lake Kiver.
She reports the Iwrgcs ulongside the
Manranita with pumping apparatus in
position, when she pus-ed.
The launch Compnnion, lately built by
John Certula. at Allwrt. has been duly
measured by the customs authorities,
developing the following measure
ments: Ivength. 4-V3 feet; ls-nm, 12.4
feet; depth, 4.4 feet. She hal a gxd
gasoline motor equipment, and will run
between this city and Albert, on Blind
Slough.

congress on maritime laws, today, drew
up a protocol for sulmiNsion to the gov
ernments represented, covering the pro
posed changes in maritime procedure
and to secure the unification of the mari

have been sold in New York City, as

The steamer Telegraph, which it was
expected would lie ready for the Astoria
run again by today will not get away
from the Willamette Iron 4 Steel Works
until the latter part of next week, as a
greater length of time is needed to in
stall the tanks and change the furnace
than had been calculated on. When in
service again the steamer will leave
Portland at 7 o'clock each mornnljr and
make her way landings. Her tarflts will
have a capacity of 140 barrefc'of oil,
which ia more than double the amount
needed for the round trip.
The steamer Aberdeen did not leave
Portland for Aberdeen Thursday be
cause of orders having been received for
her to proceed to Astoria yesterday and
meet the Alliance here this morning,
when the forecasted change of masters
