COUNCIL SUSTAINS JANITOR City Attorney Smith Ia Absent and . .Counclman Belland Wants to Know Why Officials do Not Attend Meet in Reports of City Officials Filed. Ordinances appropriating between er en and eight thousands dollars for street improvements were passed by the city council at their session last night Or dinancea accepting five other street im provement contracts were passed, and an ordinance establishing the grade on Alameda avenue, from Columbia to II naco. An ordinance establishing the grade on Harrison avenue was also up for action, and was given first and sec ond readings, after an unsuccessful ef fort had been made to have it finally passed under a suspension of rules. An oidinance declaring the intention to im proe Alameda avenue with a 30-foot plank roadway was passed, but was ob jected to by Councilman Bellend, on the ground of lack of funds. Ordinances confirming the assessment roll of four streets Mere also passed, and as soon as City Attorney Smith can prepare the necessary ordinances declaring the in tention to improve, those will also be passed. A special meeting has been call ed for Friday night for this purpose. Councilman Hansen, of the first ward, called the attention of the council to tin impassable condition of upper Kighth street, where stone is now being laid. He stated that Contractor Gerding had offered to lay plank for a temporary ro.nh.ay, if the city would provide the material. He stated that it was neces sary that a passageway of some kind be effected, and that planging which came out of the O. K, & . dock could be secured from Mr. Lebeck, at a reason able figure. Mr. Lebeck stated that he would sell the city the lumber for 12.50 per thousand, and Councilman Peter ten though the price was reasonable, a Lebeck, he said had asked him $5 per thousand for the same material. A reso lution was passed directing ths street committee to purchase sufficient lumber to provide for the roadway. The report of the public building com mittee, submitting two bids for the foundation to fire house Xo. 3, was read. Birch A Jaeobson bid $.110, and John Slote $310. The committee recommend ed that the lowest bidder be given the contract. Ilefore the reolution was passed by the council, Councilman Bel land aro-e and at a ted that he had been informed that Slote was bidding for Lebeck, and aked Lebeck if this was the case. Councilman lebeck failed to take the question good naturedly, and replied that if the bid was his, his name would appear at the bottom. A resolution was pa-ed authorizing the taking of such steps by a committee composed of the mayor and the members of the building committee, s would injure a dry atmo-pheie in the city vaults. Councilman Kubotli, who brought the matter up. stated that the vaults, at present, were in mh'h shape that the city books would soon be ruined, side from this, ),e stated that a gas bill of nearly ?'!') had liecn inclined the past month, by the burning of gas in the vaults. He was of the opinion that a fraction of that amount spent in rem edying the condition, would do away with the nuisance permanently. Mr. Kaboth favored the establishment of connecting Hues, but Mayor Suprenant. a of the opinion that radiators to al low the heat from the furnace room be low, to enter would lie a better plan. Xo definite action' was decided on. A communication was read from the county court, stating that the county would not pay to the city, the money collected by the road supervisor. The letter stated that all the money collect ed had been expended on roads in the city and 4rU0 beside. The communica tion was referred to the ways and means committee. IteporU from the city treasurer, the city auditor and the police court were read and filed. According to the report of the auditor, the city's liabilities amount to 214,'44.tW, while the re souives are $H2.7u.1,GA, leaving an amount of $211,831,02 by which the liabilities exceed the resources. The quarterly re Hrt of the city treasurer showed $34, 37.3Ton haJid.wTiIle the report of The police judge showed that $78 had been received by the court during September, 00 in fines and forfeitures, $3.00 in Imiiding permits, and $15.00 in burial iermits. Mrs. Sophia "Maumula made applica tion for permission to erect a store, on a part of Thirtieth street, north of Franklin avenue, between blocks 147 and 14H. The application was referred to the street committee. An application by Alice Wood, for es tablishing of a surface drain, adjoining her property in block 53, Shiveley's ad dition was referred to the street com mittee. An application from C. C. Shcp arl, for permission to erect a sidewalk north of lot 11 and 12, bl v .Vt, Shive- ly's addition, a also relened to the same committee. A resolution was passed requesting the water commission to establish a hy drant at the southwest corner of Six teenth and Exchange streets. The ap plication of Wm. Humble, for the po sition of registration clerk was filed, a the charter provides that any expense of this nature must be borne by the city auditor. A communication was read from Health Officer Pilkington, stating that a esse of scarlet fever existed in the Cole house. Al. Lashmutt, ten years old is the victim. The communication stat ed that the rooms occupied by the pa tient had been quarantined, and that the children of the neighborhood had been kept out of school. Andrew Anderson, the Janitor of the city hall won out in his controversy with the water commission, over the cleaning of the water office. The com mittee on public property reported that the cleaning of the water office was not one of the duties of the janitor and the committee was sustained by the coun cil. There was just a trace of fireworks at the meeting last night, when Coun cilman Belland arose and wanted to know if anybody knew whether Tomy Smith had skipped town. Pointing to the vacant chairs that are supposed to be occupied bv the chief of police, the street commissioner and the city at torney, he wanted to know why thoe men did not attend the council meet ings. They should lind time, he thought, to do at least that much. The remarks were called forth by the absence of City Attorney Smith, whose services were re quired in connection with the drafting of ordinances declaring the intention to improve certain streets. The following amounts were appro priated for street improvements: For the improvement of Commercial street between Twentieth and Twenty-third streets, $1017.40; for the improvement of Twenty -sixth street from the north line of Exchange to the south line of Franklin, $!)!1.77; for the improvement of Ninth street, from the south line of Astor to a point 234 feet north of As tor, $1401; for the improvement of Hume avenue, from the south line of Bond street to a point 33 feet south of the north line of Commercial street. $398; for the improvement of Commer- ial street, from the east line of Hume to the east line of lot I, block 1, Ilin- man tract, tMKJ.7"; for the improvement if the alleyway, from the east line of Thirty-eighth street to the wet line of Forty-second street, $1090.50; for the improvement of Duane stieet, from the west line of Tenth treet to the west line of Twelfth street, $10.t. Ordinances confirming the asses nients on the following streets were passed: Dnane street from the west line ot Tenth with an assessment of sum.M; wentv-sixth street from the north line of Exchange! with an assessment of $17W.00; Fourteenth street from the south line of Crand avenue, with an as-se-snient of $2201.10; and Commercial, from the east line of Twentieth, with an assessment of $lr.04.4.".
