"Multnomah coun ty'a tax will not be increased by the plah of sssesin? property at its full cash value," said Judge Webster this morning who said that people who supposed the tax would greatlv increased by the fad that the assessed valuation is to lie made practically three times greater than it now is, had a very erroneous tin pression. "We have to raise just so much monev for county purposes, he said 'and if we have a large amount to levy on the rate of the levy will be eorres pondinjilv less. To illustrate, if the assessed valuation of property in this county is now $.0.000,000. and we have a four iter cent tax, when the issesseil valuation is $130,000,000 the rate of the tax would be only about 1 1-2 per cent.' Judge Webster then explained that the county court levied only the general county and road tax and had nothing to do with the other levies. But the state tax and the state school tax wRi not be increased by the change in the manner of assessing property, for the lew of these is not based on the valua tion of the property at all. The other levies are based on the valuation, how. ever, and -peaking for the county levies Judge Webster said the levies would. of course, be smaller if the valuations were higher. "The law requires the county assess or to assess property at its full value." said the judge, -and he is only doing h1 dutv in making it that way. The asses ment will I uniform and will not afect one citizen more than another." County oflicers are greatly amused at the resolution passed by farmer in dif ferent parts of the county, who have a total misunderstanding of the situation and think taxes are to be multiplied by three. Tlu officers say that the only danger, if there be any danger at all in the chanj?e. has not been recognized bv the fratr.er of the resolutions at all That is that when the valuation is very large and the tax rate correspondingly small, the tendency will be for the jieople to feel very rich as a county and will ex pend more money than advisable in im provements and more expensive public buildings, utilities, etc. PUBLIC WHIPPING Corporal Punishment NotAbol ished in Schools. George Gray, rejorter on the Walla Walla Union, died at 2:10 this afternoon, the result of shooting himself in the head at an early hour this morning. At first it was thought the wound was slight and that Gray would recover. He was an exeonvict and shot himself because he was again caught in a compromising po sition by officers. Gray was sent to the penitentiary In Walla Walla from King county in MOO. and was pardoned hy Governor McUride January 1, 1905, going to work on ths morning paper here immediately. He New York, June 14. Corporal punish ishinent, abolished some time ago by the board of education, ha been restored in New York public schools, through a de- ision of Judge tUmstead, in the child ren court, although the president ol the board enters a contrary ruling. Aecordiiir to the judge the lu-h may tie used by teachers without any inter ference on the part of the parents when ever the court gives offenders into their ustody. This decision was reached after nam- ininir two lsvs, the first lor playing truant, the second on a charge of steal ing a gold ring from his teacher. Both pleaded guilty. Their parent pleaded hard with tne judge not to send the lioys to an insti tution. Judge Olinstead then announced his decision to act under a new form ol committni.-nt bv which children guilty of small crimes can be punished under the heal guardianship of their teachers. rj This means corporal punishment when ever the guardian feels like weildmg the rod or the strap, for he has the same au thority to punish under the law as the parent. President TifTt of the board of educa tion declare! the court's decision to le in direct opposition to the rules which govern the management of tlie public schools and that he did not believe the rule would be violated even With the court's permission. New York, June 14. An alarming In crease In the deaths from heart disease presented bj last week's mortuary sta tistic for this city has led to a compari son of data which show that inee IH'W the annual death rat here front heart failure and bright disease has grown from 13.5 to 20.02 per UUKiO opulatlon. This increase i considered alarming by authorities on the subject and Is em phasized by the fact that 125 person .lied last week from organic heart Ui sease. when the rate the col responding week in l!HM was only 5tl. Strain of business and The cares at tendant on fierce cometition in the II nancial renter of the city and the worry attendant on anxiety to gain wealth are given as -in explanation by physician. To put their explanation briefly they de clare the figures noted prove beyond a doubt that residents of New York are livig too rapid live.
