EXTRA SESSION.
From the dispatches published in (he
Astorian it is evident that there will be
no extra session of congress as was con
templated at one time by Fresidsnt
Eooscvelt.
- A disposition has been shown in aome
quarter to question the nlue of an ex
tra session of congress if that session
is not to be called until after the Novem
ber elections It ha been said that lit-

feaiftfe is not worth the candle, especially
If the members of the two branches find
a way to vote themselves double mileage
s allowance.
But this view, though plausible, is
based on serious misconceptions. It is
not likely, in the first place, that con
gress will authorize the payment of
, double mileage. Technically an excellent
case can be made out by those who hold
that one session can not be merged into
another and that mileage is collectable
for each separate session, no matter how
minute the interval which marks the sep
aration. Two years ago only a "conser
vative recess" intervened between the
termination of the first and the begining
of the second session of the 5th con
gress. The house of representatives de
cided bv a vote, however, that there had
been an actual break, and that its ap
propriations committee had followed pre'
cident in reporting a second mileage ap
propriation. Then the house unanimous
ly waived its claim to compensation
year later it revenged itself and voted
to accent ""constructive mileage.' But
the senate refused to sanction this pay
luent, and the mileage grab paragraph
perished in conference. With such a re-
cord confronting and with the knowledge
that popular sentiment is becoming more
and more intolerant of deflections from
scrupulous conduct in public life, the
new congress will hardly venture to stand
on technicalities and vote itself compen
eation for travelling expenses incurred
only in imagination.
It is equally beside the point to argue
that legislation will be in no way exped-
iated by bringing the two houses togeth
er three or four weeks ahead of the reg
luar session date. As a matter of fact
the gain made is more material than
it aeems to be on "the surface. It is a
commonplace in Washingtpn that each
new congress which assembles on the first
Monday in December wastes practically
the first five weeks of the session. Be
fore the committees can be announced
the holiday season comes on, and little or
no work is undertaken until near the
middle of January. If congress meets
in any other month than December there
is no valid excuse for delaying organiza
tion, and within two weeks the commit
tees are named and the wheels of legis
lation begin to turn. Instead of backing
and filling and merely making time, the
two branches fall to work, and the
Christmas recess, when it does arrive,
constitutes no serious interruption to
business.
The advantages of a little earlier start
were Btrikingly demonstrated in the his
tory of the last congress. That body
met on November 9, llM3, and sat in ex
traordinary session until December 5.

but the impetus gained in those four ex
tra weeks enabled those two houses ta
bring the session to a close on April SJO,
l!H)4. No necessary tasks were slighted.

than any other long session year since

and a free hand to do its work, and this
work will be materially faciliatcd by ad
opting the exiedient of a brief November
session an expedient which has already
proved its helpful quality.

ocracy claiming everything in sight has
afforded them solace in the hours of trib

niable fact, and that is, that no democrat
can ne elected in the city of Portland,
or the state of Oregon, without republi
can vote. There are a large number of
independent voter in the ranks of the
republican party. There are no inde
pendent voter in the ranks of the dem
ocratic party. The democratic party
will not tolerate independence in poli
tic. A man must be either a democrat
or nothing in their estimation. The
reason why the democratic party keep
up its organisation in Oregon is that they
occassionally fall in for a seat at the po
litical crib through republican dissatisfaction.
As a rule, a voter votes his party prin
ciple at a presidential election. There
are no local issues; no political debts to
be paid; no factional tights. If the re
publicans of Clatsop county voted theil
party ticket at county elections, the
same as they do at the presidential elec
tions, jt would be impossible for a denv
oewt to be elected to office. Clatsop
count v has never given less than GOO
majority for the republican candidate for

dent, there i a laxity of enforcing the
laws and ordinance against permitting
minors in saloons. It is this fact that ii
building up a strong sentiment in As
toria in favor of local option. If it i
arriod, which seem certain, especially
iu the east end, the success of local op
tion can be attributed to two thing.
The non-enforcement by the police and
the violation of the ordinance
by the saloon men. No respectable aa
loon will tolerate a minor or allow him
to lie in his place of business, and the
result will lie, that the lower grade of
saloon w ill lie close! up, and it i only
a matter of a very short time when the
result in Iniontown will obtain in othei
sections of the city.

agory of necessary evils," but when they
overstep the bounds of decency and haw
no respect for the laws, they must be
closed for the protection of the young
boy of Astoria. The home and fami
lies of Astoria must be protected, and
while this duty devolve upon the police
force, it may be necessary in the near
future to call in the sheriff to perform
the duties incumlient upon the police.

men who are kicking about extravagance
in the city and county affairs. Whose
fault is it ? When men are elected to
important positions in the city and coun
ty who do not either understand the ap
plication of business principles to the ad
ministration of city business, or do not
conduct the business of the city with the
care they do their own, extravagance is
the inevitable result. Experience has
demonstrated that nothing ha been gain
ed by the election of democrats to oiIi
but it has deterred many business men
who should lie at the head of affairs in
both the city and county government, to
run for office, simply because they can
not depend upon the vote of the mem
bers of their partv. Of course, the dem
ocratic contingent claim that the bu
iness affairs of the city and county are
and have been economically administer
ed, but this is simply to keep them in
power, the facts do not bear out the as
sertion.

years, but has increased until today it
is nearly up to the limit. In many coun
ties of the state where increased assess
ments have been made the entire county
indebtedness has been wiped out, but it
is different in Clatsop county. The ques
tion resolves itself down to one question ;
when will the republicans of Astoria and
Clatsop county nominate and elect busl
ness men to administer the business af
fairs of both blanches of government!
The Astorian is in favor of calling a con-
ention of the republican business men
and taxpayers for the approaching elec
tor a civil war in Minnesota.
