REWARD FOR SERVICES.
When politics dominate the business
affairs of a municipality, the tax pay
era are called upon to foot the bills. A
lar& portion of the expenses of a city
is created by political rewards for
services rendered or to be rendered.
The party In power strengthens Its
position at the expense of the tax
payers. Political jobs, wholely un
necessary are given to political pets
for their Influence. Preference Is
sometimes given In awarding con
tracts, and often times higher prices
are paid as It insures the support of
the contractor at the municipal elec
tion. When objections are raised to
what seems to be an unnecessary ex
pense, there are plenty of excuses for
the expense.
The Astorian has frequently called

employ any more men, but at the next

members of the council even called

GOOD FRIDAY.
Today Is Good Friday, commemorat
ed by Jews and Gentile as the day
upon which the Savior of mankind
was crucified in Gethsemlna, There is I
no trace of the celebration of Good
Friday or even Easter aa a Christian
festival in the New Testament or In
the writings of the apostolic faf.iers.
The passover, enobled by the thought
of Christ the true Paschal Lamb, the I
first fruits from the dead, continued!
to be celebrated and became the Chris
tian Easter. Thus the human instinct!
which everywhere craves for the com
memoration of marked epochs In the
personal, social, ecleslastlcal, or na
tional life, found Its legitimate grati
fication In the public celebration of
the events which are the foundation!
of the Christian faith.

No rules as to the date of the Easter
friend to reward or a political debt to festivals have been laid down by au-
pay.
YThen the question was brought up,
there were plenty of excuses. Take
the Improvement of Franklin avenue,
as an illustration. There is no objec
tion to the gentleman employed to
superintend the construction of the
work as he Is one of the most compet
ent men for the position, but It Is t;ie
principle of the thing. The city is Im
proving just one street. The superin
tendent of streets might possibly give
one hour In the forenoon and the city
surveyor one hour In the afternoon,
and they might possibly prevent the
contractors from putting inferior
lumber into the street, as some of the
. members of the common councM alleg
Is being done, but they are actuated
more by a get even policy than by
actual facts.
It wasn't a month ago that L. O,
Belland Introduced a resolution In the
common council, sweeping In Its In
tents and purposes, absolutely abolish
ing the office; of superintendent of
construction besides cutting down the
fire department. Two weeks after,
the political excuse manipulators
succeeded In having the superintend
ent retained and stated that It was an
absolute necessity that the city should
pay a man $3 a day, or the city woul 1
be ruined by dishonest contractors try
ing to take advantage of the city In
putting in inferior lumber. To near
these great political leaders talk, ont.
would think that over nine-tenths of
the lumber furnished by' the mill was
of the poorest possible quality and
that they were sawing poor logs Just
to swindle the city. Of course there
was no foundation for such statements,
but the common council gulped them
down and the city Is still employing
unnecessary assistance when the work
could be done by city officials who are
drawing salaries for doing nothing and
hardly that.
"When there Is another street to be
Improved, It will be the same thing.
The citizens party is getting In shape
for the city election and they; are
trying to make votes at the expense ot
the tax payers. No ore knows where
the system would have ende'i had not
the gambling revenues neon shut off
and the common council was brought
face to face with a statement of facts
that made retrenchment absolutely
necessary otherwise they would have
played out the entire string and the
tax payers would foot the bill.
Another thing: The city Is frequent
ly charged more for 'supplies than !:
a private individual. Political pap l:
doled out to certain concerns, the bill
are presented to the council, the
hlreogllphlcs "O. K." marked on the
bill and some one makes a motion that
i
thority. Christians were left to follow
their own Instincts. These were na
turally different in the Jewish and I
Gentile churches. The point at Issue
really was the date of the termination
of the Paschal feast. With the Jew
ish Christians, whotse leading thought
would be the death of Christ as the I
true Paschal Lamb, this fast would end I
at the same time as that of the Jews,
on the 14th day of the moon, at even
ing, and the Easter ff-stival would im
mediately follow. With the Gentile
Christians, on the other hand, urlfet
tered by Jewish traditions, the first
day of the we"k would be Identified
with the resurrection festival and the
preceedlng Friday would be kept as
the commemoration of the crucifixion.
Irrespective of the day of the months
the fast continuing till midnight of
Saturday.
This diversity of usage was gradu
ally brought to an end by the verdict I
of the Church of Rome. The Roman
Christians adopted the ordinary Gen
tile usage, which, within certain limits!
placed the observance of the crucifixion
on a Friday, and that of the resurrec
tion on the following Sunday, and this
rule Is observed by ail the churches I
of Astoria, and In fact of the United
States.
