the opposition of the wholesale mer
chants of Chicago to the present bank
ruptcf law, the orgititia.tlon of a "Co-
ooeratiVa Adjustment Association'' has
received Its first Impetus at a meeting
of the Credit Men's Association. A
resolution was adopted directing Pres
ident HcAdow to appoint a commit
tee to investigate the matter and re
port at a later meeting.
This adjustment association ts to be
formed principally for the purpose ot
settling insolvent estates. In the lan
gunge of those who urged the plan
the formation of such an organization
will sro far toward doing away with
the "evils of bankruptcy proceedings.

lowed up in the fees or attorneys, ref
erees and trustees."
The plan advocated provides for the
organisation of a central bureau man
aged by salaried men, with two ot
three attorneys and office assistants.
Alliance with other associations also

Forts Stevens and Columbia.
Bids for the construction of an ord
nance storehouse at Fort Stevens and
for the construction of an ordnance
storehouse, a fire apparatus building
and a wagon shed at Fort Columbia
were opened yesterday at the office
of Captain George L. Goodale, con
structing quartermaster. United States
army. Four bids were received for
constructing the ordnance storehouse
at Fort Stevens as follows: Barren
Construction Co., Portland, 16380;
John B. Rlpllnger, Woodlawn, Ore,
$4039; E. Gustafson, Astoria, $3650;
Ferguson & Houston, Astoria, $3,280.
Only three bids were received for the
work at Fort Columbia. They were
as follows: Barrel! Construction Co.,
Portland, ordnance storehouse, $753);
Are apparatus building, $2280; wagon
shed, $3370: total, $13,200. Ferguson
& Houston, Astoria, ordnance store
house, $4178; fire apparatus building.

forwarded the bids to the department
in Washington with the recommenda

Gustafson, who were the lowest bid
ders, respectively.

Clatsop county has secured posses
sion of the tollroad between Seasldt
and Elk creek, and orders have boon
issued to repair the bridge and place
the road In good condition for sum
mer travel. This will be welcome news
to a large number of people who spend
their summers at the beach and who
are usually prevented from visiting
the famous E1K cret'k and Cannon
beaches on account of the wretched
condition ot the old tollroad. A good
road between Clatsop beach and Can
non beach would Increase the sum
mer travel to both of these resorts.

New York, April 20. A cloud of sus
picion and dlstruct, which has been
gathering over the stock market dur
ing the whole week broke today with
some violence. The decline was con
tested in the early stages, but gather
ed force as It was extended. The quick
exhaustion of the buying demand on
occasional rallies was sufficient evi
dence of the professional traders
speculative position which was still
vunerable. They returned to the at
tack accordingly, again and again and
on each successive slump, the weight of
offerings dislodged became greater.
The market proved to be honey-combed
with stop loss orders, which has been
greatly Increased as confidence in the
stability of the market was impaired.
The amount of the decline was suffi
cient to wipe out some margins of the
most substantial classes and in all
classes of speculative holding to im
pair margin to such an extent as to
lead to the very general call for addi
tional collateral. The principal Influ
ence In trading was probably due to
the Northern Securities situation and
great skepticism which was aroused
by a swarm of rumors Centering about
the dissolution of the company and the
plans expected to grow out of it.
Chicago, April 19 Convinced that
George Gould acted In self-defense
when he shot and killed Alonso Ham
mond, a jury In Judge Huthtlla' court
has returned a verdict of not guilt)
and Gould was given hi freedom.
Gould shot and killed Hammond, whom
he accused of having alienated the af
fections of Mrs. Gould. He pleaded
self-defense, however, and said that
Hammond hud tried to draw a revol
ver.
The defense showed that Hammond,
who was a conductor on the Metropoll
tan Elevated railroad, had made the
threut that he would kill Gould on
sight. Gould boarded the elevated train,
he said, to seek Information from
Hammond as to the whereabouts of
Mrs. .Gould and the shooting which
followed was In the presence of num
erous passengers.

tees of the American Institute of So
cial Service has been held in this city
Dr. Joslah Strong presided. Exhibits
received from the French "jctlon of
social economy at the St. Louis expo
sitlon presented to the American Insti
tute by M. Mabilleau, director of the
Muses social, Paris, were formally ac
cepted,
There was also exhibited the insti
tute's colIc'lon of photographs rep
resenting every phase of social and in
dust rial betterment in this country,
which will be rent this summer to the
exposition at Liege, Belgium, In com
memoration of the seventy-fifth anni
versary of Belgian independence. Wil
liam H. Talman, who has been ap
pointed director of the American sec
tion will go to Liege in June to su
perintend the exhibition.
New Organization.
A new organization composed prin
cipally of liquor and cigar dealers was
organized in Astoria this week and
starts out with nearly 50 charter mem
