Called Ocean Grove, and the' Bill Will Provide For a Separate Government and Election of Mayor. It is reported that Senator Malarky of Portland has prepared a charter to Incorporate the west side of the Jfe- canlcum river at Seaside as a town to be known as the town of Ocean Grove. Efforts have been made on several oc casions to Include the west side In the corporate limits of Seaside, but it met with considerable opposition from the people of both sides of the river. The greatest objection was that it might result In the establishment ot saloons, and the people of both sides of the river are opposed to this. Ocean Grove will be the popular summer resort and as thousands of women and children spend the summer months there, a saloon would result In driving people away. By Incorporating the new town It wlU be ot material advantage to Seaside, as Seaside will be made the base of supplies. It will also assist In the gov ernment of the water system, as the mains of the Seaside system run all through the grove from the lower to the upper bridge. The charter of the town of Seaside gives the town control over the water system within and with out the town, but It is very probable that satisfactory arrangements can be made to dispose of the portion of the system to the new town, if satisfactory arrangements can be made. The new charter will provide for the election of a mayor and common coun cil composed of five members, a town clerk and a marshal to serve during the summer season. It is very probable than Can J. Moore will be appointed mayor. It is not known who will con stitute the common council. Both: towns of Seaside and Ocean Grove can co-operate for needed Improvements. As the west side is not Included with in the corporate limits of the town of Seaside, no police protection can be afforded campers in the grove, and it often occurs that a policeman is neces sary, particularly ,for the protection of property for vandals. There will be no objection on the part of the people of Seaside to the proposed new town. There are a great many people In Astoria who have the impression that the stage in Hedrlck's theater Is too small for such productions, and ad mining that the proscenium Is slight ly smaller than the average legitimate house. The depth of the stage is with- In IS inches of that ot the Baker In Portland and as deep as the Empire In Portland. Steamer Elder's Bad Plight Olympia Meets With Mishap. At the outset of her career as a blockade runner of contraband Rus sian goods, the steamer Olympia is meeting hard luck. She went to Com ax for a supply of coal for the trans pacific trip, and then left out for the orient, but on her way through the straits she blew out a cylinder head and had to be taken back to Seattle for repairs. When the boilerhead blew out Chief Engineer S. S. Snyder was bad ly scalded by live steam. The steamer Geo. W. Elder, which went on the rocks near Hunters point above Goble Saturday was reported to be in a rather precarious condition last night. When she struck the rocks she poked a large hole amldship and the Elder hung there., Xow she has swung partly across the river and the storm may tilt her off the rock. In this event she will sink like a stone, as the water is nearly 100 feet deep ' beside the rocks, and, so far, it has been impos sible to get a tarpaulin over the hole in order to pump .the steamer clear of the water in her hold. She carries 1J00 tons of freight, but yesterday the crew worked on her, only succeeded in get ting out 50 tons of cargo dry. It is hoped that there will be no storm until the Elder's cargo is out and she can be raised and supported between wreckers. The disaster was occasioned by the sudden breaking of the steer ing gear at a critical moment. The steamer F. A. Kilburn left out Sunday on her regular trip to San Francisco with freight and passengers. The passengers on the Elder when she went on teh rocks were returned to Portland and sent south by rail. The French steamer Vllle de Mul house arrived down the river ' today bound for Australia in ballast. The barkentine El Dorado, the steamer Northland and one ship are In the lower harbor waiting for better weather co they can put to sea. The bar was very rough yesterday.
