The city council, Mayor Surprenant
presiding met In regular session last
night with all members present ex
cept Burns, who Is absent on leave.
The committee on streets gently slid
a knife Into the "boulevard" proposl
tlon with the assistance of the commit
tea on ways and means. The two corar
mlttes voted on the back of the docu
ment U "file these petlshun," and that's
what happened t it. Mr. Hansen of
the First ward, spoke somewhat bit
terly on the attempt of an honorable
gentlumun, I am sorry to say, who has
tried to slide an amendment Into the
legislature and do a dirty trick to one
of this council." It was asumed that
ho referred to Tuttle's amendments to
the city charter, and to Mr. Burns of
the council, who la also a member of
the minority at Salem. '
Another proposal that excited de
bate was that from A Rickards for an
electric light at the foot of NInt'a street
on the water front. It was represented
that most of the drownings that have
occurred of late years have been at
the foot of Ninth, and Mr. Kaboth
spoke strongly In favor of establish
ing a light, but Mr. Robinson opposed
him, nnd when the matter came to a
vote on the minority recommendation
from the committee a tie resulted, and
It was up to his honor. There will be
no light at the foot of Ninth street
At least, if there is, Mr. Robinson says
It will cb at the request of some on
besides Mr. RIekards. . .'
Without preamble, a proposal was
read from Ferguson & Houston offer
ing to rehabilitate the chimney In the
new city hall for I2T5, This wns a
new -one and aroused the indlgnntlun
of Mr. Di'llund, who complained thut
since tne city hail'has leen started

ers, architects and what not till he.
for one, was "weary and would have
rest." He stated that one of the work
men had assured him when the chim
ney was, built that.lt would not stand
and he favored compelling the con
tractors to make It conform to speci
fications. At this point the mayor in
terrupted Mr. Ballard with the state
men! ' that he had, personally, super
intended the construction of tne chim
ney, and while It had nctMeil two inches
and was badly oracked, he knew that
the contractors had fulfilled the re
quirements ct the ftpeciflcntlons. Mr,
Belland subsided, and the public build
ing committee was authorised to have
the work done nnd have the chimney.

A petition for grading nnd Improv

ing the limits of an assessment dis
trict to cover the cost of the work was
referred to committee, also to build
a sidewalk at an expense of $320 on
Duane street, between First and Third
streets. " , r ' .
The report of the city engineer, show
ing a total of f 81268.42 for street Im
provements during the year was read
and accepted. The total expense of
the maintenance of the offlec for the
year was $3,078.25: In his report Mr.
Tee recommended the purchase and In
stallation of a roller street cleanlns
brush and tobl, and the establishment
of a street cleaning department.
Approval was given the Improve
ments on Taylor avenue, between H-
waco and Kingston at a cost of $1098.
The News was given the contract for
the ensuing two years for city printing.
An ordinance which was Introduced
providing for the sale of property
bought by the city for delinquent taxes
and assessments waa Indefinitely laid
over because it was ascertained that
title would not rest for something over
a year
Approval was given an assessment
for making Improvements to the
amount of $"1.10 an Tavlor vpnn
from the west end of Bond street to
Hull, also for $1209.99 for a sewer from
the south line of Exchange street to
the north side of Irving avenue.
The fire and water committee recom
mended the appointment of Thomne
Davis, H. B. Llneweber, Walter Pet
erson, David McCoskey and Charles
Boutholdus us members of the Are Je
partment to receive the same salaries
as other members. The council saw It
tne same way and gave the recommen.
datlon Its sanction by unanimous vote,

1500 feet of firehose at an approximate
cost of $1300 was referred to commit
ter, and the council, adjourned.
