The continued presence of three torpedoboat destroyers Is merely regarded u a precautionary measure on the part of th. Several New Phases. Philadelphia, Jan. 2. Developments , today in the controversy between Dr. Irvine, and Bishop Talbot indicate that Irvine's case against the Bishop hu entirely collapsed. I It is asserted a new presentment will be prepared which it la declared allege, against Talbott all the charges have collapsed in the document besides these charges others will be included which it is said, are based on another letter, equally denunciatory of Irvine as the Upjohn letter. The Rus sians, who arrived here from Port Ar thur on the torpedoboat. now admit that General Stoessel hoisted the white flag yesterday (Sunday), and sug gests that negotiations be opened for the surrender of the fortress.
