musicians, all of whom had been left

native country by the Immigration

Sytem.
New York, Dec, 20. The city com
mittee of the Cltliens' Union haa
adopted resolution, favoring an exten
sion of municipal control of public
utilities, a municipal lighting plant
purchase of electric conduits and the
grant of power by the legislature to
the city to bullJ and operate llgntlng
plants, gaa and electric.
The committee adopted the report
of the commute, on franchisee which
favora presenting to the legislature the
constitutional amendment proposed by
the "Tllden commission" of 1875
which waa that the legislature shall
have no power to pass any law "for
the opening, making,' paving, lighting
or otherwise Improving or maintaining
streets, avenues, parks or places, docks
or wharves or for any other local work
or Improvement In or for the city; but
all authority necessary for such pur
poses shall be by law conferred on the
city government."
