As the mat ter now stands the collection of a dog license I left discretionary with the dog falotter, and while effort are made to enforec the ordinance, very few of the dog owners are made to pay the license. The proposed amendment will provide that any person falling or ne glecting to tuke out a license for his or her dog, a required by the ordinance, shall be arrested and fined not less than $5. nor more than $300. In fhjs way It la expected that owner of dog will be compelled to pay a fine. Under the. present ordinance all dogs found running at large, without a license, are captured by the dog catcher, taken to the city pound and shot. The new pro posed amendment will save the lives of hundreds of dog and place the blame where It lies, upon the owners of dogs who escape the license. There ore at least 1000 dogs In Astoria and only 42 of the owner paid a license for them last year. About 100 were killed and the other 858 are still running at large. - . .AT THE STAR.
