"The act is too flagrant to be ex plained as a mistake, and doubtless the government of the injured people will take due .action against Russia." The Nlchl Nichl then goes on to , recite other illegal acts of Russia against neutrals. It ' pronounced this the crowning act of an already well known inhumanity and declares that the Russians "completely lak a sense of humanity, an attribute of enlight ened minds." OYSTER HATCHING IN PUBLIC. New Jersey's Interesting Exhibit At The World's Fair. St Louis, Oct. 26. World's fair visitors can witness the novel sight of oyster hatching and oyster culture in all of its stages in New Jersey's in teresting exhibit in the Forestry. Fish and Game building. The life of the oyster from the spat to the full grown bl-valve Is shown in this ex hibit where the habits ot the oy ster flnit the mpthnria nf 7anAMrir It may be studied. In a large glass tank, filled with sea 4 water, sea moss and mud from the ' oyster-fields off the New Jersey coast. the oysters may be seen. Here Is the spat of the oyster before hatching and jhere may be seen the development of i the oyster from the spat or egg state i to the ostreidae or young oysters. j. These tiny oysters cling to everything that is stationary, nature impelling them to do this in 'order ; to escape ; being swept away by the tides. Some specimens are shown in the cabinets at the World's fair, clinging to an old pipe that had been dropped into the bay, others are seen clinging to a doll, others to a baby's shoe and others to a set of false teeth that some one had lost As a barnacle the young oy ster clings to anything that comes its way. It does not move but attaches itself to various objects. The oyster is good to eat at three years of age and is prime at four years and over. The New Jersey exhibit shows all of the phases of the oyster industry. The spat, the young and old . oysters, the tongs for catching oysters In shallow water, the iron dredge with chain attachment for dragging the bottom of the bay for oysters, pic tures of the oyster spat and pictures of the spat or eggs magnified many times. The clam industry is also a feature of the New Jersey exhibit, the various stages of the clam being shown,, from the egg to the soft shell ot little neqk clam, which is the young clam, to the nard sneu or old clam. Lobsters and crabs are also shown in their several stages. In a large tank, forty feet in diame ter, and ten feet deep, is an assortment of sea 'fish: sharks, pike and other denizens of the deep. This tank con tains sixty feet of sea water and the fish may be seen swimming about at all times. The New Jersey fishing exhibit Is in charge of Benjamin S. Three committeemen favored giving a re stricted right to administer some form of corporal punishment. After a long discussion it was de cided that the committee should re port to the board of education today in favor of retaining the present rule forbidding the use of corporal pun ishment In the public schools. Members of the committee believe that their report will be accepted by the board, and that there will be no further agitation on the subject. MUDDLE AT VALPARAISO.
