church. ,Mr. Tufts Is an enthusiastic
and succesful worker in his n. but he
disclaims any title to being a radical
reformer. Said Dr. Tufts:
'The Antl-SuKjon league and the
prohlbtion party are not the same and
should not be contused. The form
er Is rather in lined to be revolution
ary, so to speak, while we accomplish
our good work by the evolutionary
process. The anti-saloon league is a
non-partisan movement which alma
to unite the moraf and temperance
forces of all parties. W. favor an
election under the present laws only
when public sentiment will justify It
and when there is a probability of our
cause winning at the polls and of be
Ing able to enforce the law afterward.
The prohibitionists favored county
elections throughout the state under
the new local option law, but we have
opposed the measure, as we think It
more practical for the present to pro
tect the residence portions of the cit
ies and the country from the saloon
evil, confining saloons to restricted city
limits, and as the people are ready
for it they can be excluded from these.
Petitions for local option will be vot
ed on next month in all of the countits
of the state except Lake, Grant, Har
ney and possibly Klamath, either by
counties or in precincts. Local op-
tlonlsts feel confident that they will
carry Union., Wallowa, Malheur,
Yamhill. Polk, Benton, Lane, Tilla
mook, Douglass and Umatilla, with
the possibility also of carrying the
counties of Morrow, Wasco, Coos,
Linn, Columbia and Jackson as a
whole. They also hope to - carry all
the precincts east of Portland in
Multnomah county, and a number In
the city. They expect to win in about
one-half of the precincts of Clackamas
and Marion counties. In Baker county
we expect to carry all except two pre
cincts In Baker City and two In Sump
ter. West Astoria has filed a petition
for an election, and the eastern portion
of the city will do likewise, and there
seems no reason to doubt that the cit
izens of these precincts will avail
themselves of this opportunity for re
moving saloons from the vicinity ol
their homes. While we do not believe
it best to try to force an unwelcome
measure upon the people who are not
ready to receive and abide by it, 'we
do believe in giving all people the right
to protect their homes and their
neighborhoods if they choose. We
seek the nomination and eleectlon of
men to office who are favorable to
good government, good citizenship and
good morals, but we are not parti
sans. We try to educate the people
to the 'dry policy, and when the peo
pie make the move intelligently there
are no bllnd tigers' left to fight"
