For several days past the represen tative of the underwriters association has been In the city, and It was stated yesterday that Insurance rates had been matrlally advanced In many Instances. The general rate now prevailing In the business district has been $6.50 per $100, and this rate has been advanced to $7.60, according to statements made yesterday. There has been much com plaint In consequence and some of the Interested merchants and property own ers declare that they mean to take some action looking to reduction of the rate. Timothy 3. Kelly, aged 67 years, died at his home on Franklin avenue last night, after a short Illness. He was stricken with paralysis about a week ego, and for the past four days had been unconscious. When Mr. Kelly was taken 111 his daughter, Mrs. Will- lam Roseburg, of Pittsburg was tel egraphed for. With her daughter. Miss Emily, she Is expected to reach Port land tomorrow, and the funeral will not be held until Tuesday. Mr. Kelly was a native of the county of Cork, Ireland, and came to this country In 1858. He had lived at and near As toria for many years. He Is survived by Mrs. Kelly and his daughter, Mrs. Roscburg. Fines and forfeitures In the police court for the month of September ag gregated 1935, as compared with total receipts of $792 for the corresponding month of last year. The receipts for the quarter ended September JO, were $3284, whereas the cost of maintaining the police department for the same period was only $1800.08, leaving a sur plus of $1483.92. The showing Is par ticularly gratifying to city officials. Sundry license receipts for the quarter were $1756.50. which is away ahead of the receipt for any other quarter in the history of the city. Police court re ceipts are far ahead of those of last year for the first nine months, and It Is evident that a new record Is going to be established this year. The Commercial Club and Fort Stev ens football teams will meet again at A. F. C. park this afternoon In what promises to be a most Interesting con test. The soldiers will be stronger than they were last week and the clubmen will have no chance to loaf, as they did In the last game. Mix, a new man, who played center .on Multnomah's second team lastseoson, will play that posi tion this afternoon, Bay going In at guard for this one game. The pictures depict the troubles of a young Frenchman, who arrives at New York from Parla and advertises In the morning papers for a wife. He agrees to meet ber at Grant's tomb, promising to wear a bunch of violets by way of Identifica tion. Fully a score of young ladles answer the advertisement and the Frenchman finds himself the center of Interest that he does not fancy. While away they visited at St. Louis, Minneapolis, St Paul, Chicago, Kansas City, Denver, Ogden and San Francisco. Mr. Easta brook Is very much disappointed with the Oregon exhibit at the world's fair, except the mining and lumber displays. He says the salmon exhibit consists of a few fish in glass Jars, and that the exhibit generally compares so unfa vorably w(th the displays of other states as to make the average Ore gonlan ashamed to admit the state from which he halls. "I found very few people who knew anything about the Portland fair," said Mr. Eastabrook, "and the class of advertising that is being done at St. Louis is not cal culated to Increase knowledge of the! Lewis and Clark exposition. There Is a grand opportunity to do some good advertising at St. Louis, and it is a shame that intelligent effort Is not ex-. erclsed in this direction." Like all other westerners who have taken in the east, Mr. Eastabrook would not give the coast for all of the country on the other side of the Rockies.
