REVISION IS BADLY NtEDEU Multnomah Legislator Says He Favors Some Actiou at Forth, coming' Seaftion of Leg latiire. In the opinion of timberrnen, of legis lator and of attorneys, the forest pro tection law. of Oregon are weak and ineffective. . , As far as known Oregon's laws re lating to forest fires suggest no means by which the danger of fire shall be lessened, as they deal only' with pen alties which may be Imposed on any person responsible for the starting of fire. Sections 178 to 1792, Bellin ger, and Cotton's code, give the forest fire laws of Oregon in full, Including the section which makes It the duty of the governor of the state to Issue a . proclamation July 1 of each year, call ing attention to these laws. This sec tion also charges the Judges of circuit courts to call the attention of grand Juries to these sections in issuing in structions to Jurors. William T, Muir, representative from Multnomah county, states that while he has no definite Idea of what should be done, the forest fires which yearly ravage the country are a very great - evil and there should be action taken. 1 will support . any reasonable law which seems to solve the problem and Insure a minimum number of fires," he stated. "Somebody must do something that will end this condition of things. It can not last forever for all of the good timber will soon disappear." TIT FOR TAT. Refuse Recognition of Canadian Steam . boat Inspection. Chicago, Sept 17. Because it refus ed to pay an Inspection fee of $100 the Canadian steamer Arabian has been forbidden to carry passengers from Chicago. -',"," , This grows out of the refusal of the Canadian government in 1898 to accept the American inspection of steam ves vels. In retaliation, the United States government adopted a similar rule and the Arabian now suffers from it. CHANCE FOR APOLOGY. Italian 8oldirs Assault Chines in . ; Pekin. Pekin, Sept 17.An extraordinary fracas between Italian and Chines sol diers occurred on Thursday afternoon. September 15. It appears that two Chinese soldiers were out walking un armed along the public road border ing upon the Italian drill grounds ad Joining the Italian legation. They stopped to watch the Italian, drilling. The Italians ordered them away and when they refused to go a fight en sued. The two Chinese were beaten. One of them was then seized and taken ' into the , Italian legation while the other ran to the residence of General Chiang Kweite, who is commander in chief of the Chinese troops stationed here. ' : . ',..' . . ..i '..... ; . ..... i i . A dozen Italians followed him and fired two shots into the residence and one Italian soldier entered. Chinese soldiers assembled prepared to fight but one of their officers prevented fur ther disturbance. '. . Representations have been made by the Chinese authorities to the Italian legation but no answer has yet been received.'- Great Indignation is felt and expressed upon all sides at the un provoked and unwarranted attack, v It Is hoped, however, that the Incident will" be arranged without any compli cations. v . Jefferson, have been aban doned and all engagements for the sea son 'cancelled, according to the Her ald.' Recently he was attacked by in digestion at Buizards bay, and because of his advanced age, some alarm was felt . He soon recovered but after a consultation with his physician, has decided to abandon plans for the sea son and to remain at his summer home, going later to Florida. , There are 121520 boys and 4069 girls In the industrial schools of Great Bri tain.
