The inoNt OHtoniMhlng tale on thin dubjijct I ever1 was told was of the wandilp that Was built at Vladivostok. Some great official at the port In the fur eaet wus some tens or hundreds of thousands of pounds short In hla ac counts. The money had gone Jn spec ulation und entertainments. One of his subordinates made a Huarsestion, which put matters right at once. A warship was built at Vladivostok (on paper); 1b was armed, provttuoned and manned (on pnpjr) ; It encountered a typhoon (on paper), went to the bot tom of the sea (on paper), and the relatives of the crew received compen sations (on paper). The great official found himself clear of hi debts and with a nice little sum to the good, and all the minor fry, contractors and such like, received nice little donations for the loan of their signatures to neces sary documents. All that was known at St. Petersburg was that a locally built and manned warship sailed from Vladivostok and was tost at sea. Inspector Keetlng will make a final ex amination today, when It Is believed a llcenm will be Issued.
