RECOMMENDS TO BUILD RAILWAY Korean. Petition Emparor for 8trong Anti-Foreign Policy. A New York, Sept. 16. The Japan minister has recommended, aays a Her aid djspatch from Seoul, Korea, that hi government Immediately undertake the construction of a railway from Seoul to Gensan under military engi neers as a war measure. The Jap anese hold no concession for this line, but under the terms of the Japanese Korean protocol signed In February of thla year, they can claim the tight for strategic purposes. The railway, once laid, may later be operated as a commercial venture, greatly assisting lit the development and colonlxatlon plans for the Korean peninsula. The construction of the railroad connecting Fusnn with Ma- sampho was commenced a week ago uader Japanese military engineers. For the lust week, parties of Korean officials have been pursuing the ancient custom of kneeling before the palace gates, praying the acceptance of a memorial petitioning the emperor to adopt a strong antl-forelgn policy. The emperor has thus far refused to accept the petitions. WILL TRY EMBEZZLER. Man Who Stole $20,000 Now in Panama, New Tork, Sept. 18. Herman K. Haas, who Is charged with embeixllng $20,000 from the Corn Exchange Na tional bank of Chicago, whose surren der to the American authorities has been asked for by Minister Barrett a an act of international comity, has been living on the Isthmus several months, Bays a Herald dispatch from Panama. As the extradition treaty be tween Panama and the United States has not been ratified he is said to have believed himself safe. When Haas was arrested about $800 In gold was found In his handttag together with letters from his wife in Massachusetts. Arrangements have been mnde by the officials of the Corn Exchange bank to have Haas brought to Chicago, where he will be put on trial Immedi ately. Haas Is now under Indictment. WERE USEFUL AT ELECTIONS. New York Police Commissioner Will , Clean House. New Tork, Sept. 16. Plans to reln- vlgorate the police department have been put In operation by Commissioner McAdoo. His first action In thla line as to order 79 men who have for years done duty at various stations as detective sergeants to resume wearing uniforms and become roundsmen. The commissioner recently denounced a number of the sergeants as worthless in the detection of crime. The commissioner declared It to be his purpose to crush lawlessness, check the numerous burglaries and looting of apartments, and to make the streets absolutely safe for unprotected women at night MUST 8TOP LOCKOUT. Or Strike Will Extend to All Unions in Trades Alliance. New Tork, Sept. 16. At a secret meeting of delegates representing un ions both In and out of the building trades alliance it has been determined to extend the'strike now on unless the lockout prevailing ngainst the alliance unions shall have been declared off by Wednesday next.
