affairs of the world at large, especially
those affecting her own sex. She was
born In Milwaukee, Wis., May 27, 1844.
She studied at Northwestern univer
sity, Illinois, receiving from it In 1866
the degree of A. B. and In 18G8 that of
A. M. In 1880 she married Theodore
Lovett SewalL who died In 1805. She
is an author and has been Identified
with various educational and reform
movements.
Secretary Elmer Dover.
Elmer Dover, secretary of the Re
publican national committee, Is a young
Ohio editor and politician who was the
confidential secretary of the late Sena
tor Hanna. Upon the resignation of
Perry S. Heath as secretary of the na
tional committee Mr. Dover was cho
sen to succeed him.
Mr. Dover's rise In
politics has been
rather remarkable.
At sixteen he was
editing and manag-1
ing a country paper.
It was a small pa
per, but young Do
ver succeeded with
It Eight years ago
he was employed by
Charles Dick, then assistant secretary
of the Republican national committee,
to do clerical work for him, and Dover
took to the duties so well that Dick
pushed him along into Senator Han

Governor Beekmaa Winthrop,
Judge Beekman Winthrop, who was
appointed governor of Porto Blco by
President Roosevelt to succeed William
H. Hunt is a personal friend of the
president and the ability he showed as
an administrator and magistrate while

Rico. He went to the Philippines as
assistant executive secretary to the
Philippine commission. Daring a stay
in the United States two years ago he
met the president and shortly after
ward Mr. Roosevelt appointed him
Judge of the Philippine court of first
Instance. Judge Winthrop is a Nw
York mas and a graduate of Harvard
Mlversity. '
