Mason, consul general of the United States at Berlin, to the Interstate commerce commission. The report describes a novel safety device for railways which Is being tested by the German authorities. 'It is the Joint invention of Hubert rflrtuann and Max Wendorf, and its construction and operation are thus do scribed by Consul General Mason: "Midway between the rails is laid a light third rail of the ordinary T pat tern, the joints of which are so con nected as to form a continuous con ductor. Midway under the forward part of the engine Is hung the work ing Instrument, an electrical apparatus inclosed In a square case or Jacket oc cupying a cubic foot of space. The In- Phone Haill 121 strument is connected with a contact suoe which snucs aiong we iniru rail and by wires with a telephone and electric alarm bell in the cab of the locomotive and a red incandescent lump which is lighted by tho same impulse that rouses the alarm bell into nilnr A tt 1 r4 rf mtMU-vTTfitvinn- 41.,, Hacks, Carriages JJaggage Checked and Transferred Trucks and device sets the electric brakes on the engine or entire train simultaneously with the alarm signal which sounds the bell and lights the red lamp. "The apparatus is so adjusted and arranged that the engineer can at any moment by touching a lever satisfy himself that It is in full working con dltion. The recent tests were con- ducted on the main line from Frank fort to Hamiu, and n translation of the official report will illustrate concisely the working of the apparatus. "Two locomotives had been equipped with the new device. Engine 200. drawing n special train nnd approach ing Sachsenhausen station at full speed, received the danger signal and came to a full stop. The engineer of 290 then asked by telephone the cause of the slgnul and received from the keeper of a grade crossing hulf a mllo in front word that a wagon hud broken down In crossing the track and ob structed the Hue. After ten minutes' wait the engineer of 290 received word by telephone that the obstruction bad been cleared away and thereupon re sumed his trip. The vessel will lie 130 feet long and carry on her deck a tube that cuu be trained all round. It Is proposed that the motors should be placed be low the water line and covered with a protective deck. One advantage the motor boat possesses over the steam propelled one Is that It has wo funnel and makes no smoke. This renders It more dllllcult of detection at nlghtlms and of course more effective for use in an attack made under cover of dark nfss. D Ctrs Pears' Soap leaves the skin smooth, cool and healthy.
