Shanghai, Aug. 25. An order was re ceived at 9:30 o'clock last night from the Russian minister at Pekin that the cruiser Askold and the torpedo boat de stroyer Grozovoi are to be disarmed. Testerday was a day of considerable anxiety in official circles. First an order went forth that the vessels could remain four days longer. Then nego tiations were begun for another four days. This request was eagerly and persistently pressed by the Russian minister at Pekin, but it was absolutely refused by the Chinese government. Thereupon an order came to Shanghai to rush work on the vessels and eo out to what seemed certain death next Sun day. The abject distress of the Ask eld's crew when this news was received was pitiable. , Prom the first the officers and crew have urged disarmament but the min ister at Pekin would not consider the suggestion. The dock managers yester day notified the Russian officers that the Askold's hull could not be repaired by Monday. More telegraphing to Pe kin followed and last night the welcome rder to dismantle was received by the Russian admiral. Under the supervis Ion of the customs authorities repre entlng China, the Askold and Grozovoi will go out of commission before Sun day and as soon as they are patched up they will take their places alongside the gunboat Mandjur which was dis mantled last March. y Emperor Nicholas sent a message to the crews of the Askold and "Grozovoi congratulating them for saving the vessels and conveying word of hope. There is general satisfaction here over the outcome of the matter. It is understood that the Japanese fleet will remain until the Russian vessels are completely disarmed. St. Louis, World's Fair Grounds, Aug. ,25. The world's fair executive com missioners association met in the Ok lahoma building and selected a com mittee to meet the Southwestern Pas senger Association, which will convene at the exposition Friday. An effort will be made to secure concessions from the railroads, and especially the ex tension of the short term tickets from seven to 15 days and the removal of the sleeping car restrictions. BIG SALMON COMBINE. Scheme to Organize Company at Seat tle With Capital of $2,000,000. A plan to form a new company with a capitalization of $2,000,000, is pro posed by the committee having in charge the reorganization of the Pacific Packing & Navigation Company of this city, commonly known as the salmon combine, says the Seattle Post-Intelligencer. The committee, which con sists of George V. Crane, Stuyvesant Fish, George F. Victor, John E. Borne, George Fletcher and Neal Rantoul, has so reported to the old board of direc tors, and the proposition will be sub mitted to the stockholders. The Pacific Packing & Navigation Company is now in the hands of a re ceiver, T. B. McGovern, who is in New York city. Locally, however. If the of flclals here know anything of the mat ter, they maintain a discreet silence. In the report of the committee it is said that the plan is advanced of form ing the new corporation with a capital f J2.000.000, of which $500,000 is to be preferred stock and $1,500,000 common. Of the latter amount $1,400 is to be ac cepted by the holders of the com pany's notes and debentures in full set tlement of their claims, on a 40 per cent basis. The preferred stock is to be an t per cent, cumulative Issue, maturing at the end of five years and redemable pro rata at any time during that period at the discretion of the directors by the payment of 10 per cent, per annum, the holders to receive the benefit of the premium whether the stock runs to maturity or not. In addition the new company Is to acquire all the asets of the Pacific Packing & Navigation Com--pany and the Pacific American Fish-' erles Company at receiver's sale.
