Chicago, July 18. Lack of the usual amount of waterballast and an ex ceptlonally large crowd of passengers on the steamer Eastland combined to cause much uneasiness on the return trip from South Haven last night. When the homeward voyage was be gun late In the afternoon, all the pas sengers tried to find seats on the shady side of the boat. This caused the steamer to list heavily to starboard. Members of the crew hastened to close the lower port holes, while many wo men secured life preservers and crowd ed to the steamer's rail. This caused the boat to settle further to starboard. and some of the passengers became thoroughly alarmed. The crew was at once mustered by the officers and an attempt was made to reason with the frightened men and women. The pas sengers refused to obey orders and finally, in order to drive them away from the rail, the fire hose was used. It proved effective and the crowd went to the lower deck. The women were persuaded into the smoking rooms of the cabin and were reassured by the officers, while the men were talked to outside by other mem bers of the crew. The ship held to its course despite the petitions of the pas sengers to turn round, and finally reached Chicago. By some the theory was advanced that his in' juries were sustained In a fall. DUMONT WILL NOT RETURN. SUIT FOR DAMAGES. Seattle, July IS. Chief of Po lice Thomas R. Delaney has been made defendant in an $8000 dam' age action filed in the federal court by Manesn cnaran Sinna who was arrsted July 8. The plaintiff is Hindoo who is traveling through this country. He was arrested by Patrol man Kent on orders from the chief of police and locked up in the city Jail, He was discharged the next morning by Police Judge George. He alleges that the imprisonment was malicious and without probable cause. Sinha was arrested on complaint of Mrs. E. T. Pope, who lives on Queen Anne hilL She reported to the police that a man had attacked Miss Cora Tyner, a telephone operator living at her house. Mrs. Pope state that the man had followed the girl home on several occasions. The description of the man wanted fitted that of Sinha and he was arrested. When the case came to trial the young woman stated that Sinha hid not laid hands on her, but had merely followed her. Sinha lived in the vi cinity of her home, and the fact that he walked home near the young lady on several occasions was shown to be merely a coincidence. Judge George discharged the defendant. Sinha alleges that he was confined in a filthy and loathsome cell in the city Jail, and that he was greatly humiliat ed. He says that he was not allowed to consult with the British vice con sul, notwithstanding the fact that "he asked permission to communicate with that official, stating that he was a British subject. E. H. James, at whose home Sinha was a guest when arrest ed, is representing the Hindoo. Chief Delaney says he will fight the case to the last. He holds that he has a right to arrest a man on a descrip tion furnished by a citizen, and hold him on suspicion. The officers at the police station deny that the Hindoo asked to communicate with anyone. Mrs. Pope was named as a defendant with Chief Delaney, as she made the complaint that resulted In the arrest. The National Surety Company, which gave the bond of Chief Delaney, is also made defendant. DIED OF HIS INJURIES. Chicago Man Who Was Beaten by Thugs Finally Succumbs. ' Chicago, July 18. Edward D. Bangs, superintendent of city lines for the Western Union Telegraph Company, who is supposed to have been beaten by thugs on the morning of November 28 of last year, is dead at his home, of concussion of the brain. Death was a direct result of the Injury suffered in November. Mr. Bangs was found un conscious at La Salle and Van Buren Repairs to Balloon Could Not Be Made in Time foe Race. New York, July 18. Santos Dumont, the aeronaut, has definitely decided not to return to America for the St. Louis airship competition, according to. Herald dispatch from Paris. There Is only one firm, he says, who can re pair the damage done to the envelope of his balloon by vandals. After an In tervlew with the head of the firm, San tos Dumont announces that the repairs could not be made within six weeks or two months, leaving Insufficient time to ship the balloon to St. Louis for a trial before the close of the World's Fair. Hereafter, he declares, he will limit his experiments to Paris. HEADQUARTERS AT CHICAGO. Windy City Will Be Storm Center for the Republicans. Chicago, July 18. Although Chair man George B. Cortelyou of the repub lican national committee will spend the greater portion of his time at the New Tork headquarters, to be near the president, the coming campaign will be conducted largely from Chicago, As in 1896 and 1900 the main head quarters will be located in this city, rooms having been engaged at the Auditorium annex. Chairman Cortel you and Secretary Dover axe expected to arrive at Chicago on July 30 or II and open the headquarters on Mon day, August 1. FITZ SOON TO RETIRE. Too Cornishman Says He's Getting Old To Be Fighter. New Tork, July 18. Bob Fltzslm- mons has announced that be will pasl- tlvely retire from the ring after his fight with Jack O'Brien. A four-act play has been written for the Cornish man and his wife, in which they both will appear next season. I'll leave the honors of the ring to the younger fellows," said Fit, the other day. "My hands can not hold out much longer, and rather than run any danger of injuring them perm ant Iy, I have decided to leave the ring for good while my hands are yet in pretty fair shape. Webster City's penchant for municipal owner ship is to take a new form that of a city-owned dally paper. This departure in municipal enter prise probably has not a counterpart in the United States. The paper is to be known as The Daily Graphic-Herald, and will be is sued from the present office of The Weekly Graphic-Herald, the only dem ocratic paper in Hamilton county. "Webster City began its career as a municipal ownership city many years ago. It first acquired possession of the water works. Next came the elec tric light and power plant Then came the city heating plant'. RUSSIAN MAIL CAPTURED. Japs Take Junk Which Carries Valu able Information. Tokio, July 18, 10 a. m. The Jap anese torpedo boat destroyer Hayatorl has captured a Junk conveying mail from Port Arthur to Chefoo. Letters dealing with military and naval con ditions at Port Arthur have been seized. Much valuable Information was contained In the letters. Those which did not deal with military topics have been forwarded to St. Petersburg with the request that they be deliv ered to those to whom they were addressed. Poor Place for Bathing.
