Many of the exporters are of the opinion that the shipowners' association or union, which was recently formed for the purpose of securing higher freight rates, ts destined to prove a short-lived affair. The minimum rate for carrying grain from Portland has been fixed by the union at 27s SJ, and It is said that fully SO per cent of the British, German and French shipowners have agreed to pay a penalty of $1.35 a ton on the carrying capacity of any vessel they own which is chartered at a. less figure than the minimum rate. This would make the penalty which would have to be forfeited amount to about $4000. One of the prominent exporters de clares that the union cannot hold to gether, for the reason that the matter of keeping ships moving Is like any other business it depends altogether upon the laws of supply and demand If there is a good demand for tonnage and the other conditions seem to justify It, he says that fair rates will be paid. but otherwise low rates are sure to rule. Moreover,, he asserts that In order to pay the rate asked by the union the price of wheat will have to come down to a parity with the. Liverpool market. In addition to this the exporter ap pear to be confident that the French shipowners who have Joined the com bine will soon withdraw it it should be come evident to them on the start that their vessels would have to be tied up for any great length of time. Rather than lose the bounty which their gov ernment allows them for every mile their ships cover it is the impression of the exporters that the Frenchmen will soon conclude to take whatever they can get. But it is evident that both sides are going to make a big fight, and some are of the opinion that It Is going to be the mean of paralyzing shipping for a time on the Pacific coast. Captain Garrloch, commander of the British ship Rajore, now in the harbor, says he has no doubt that the shipowners will be able to secure their demands. He explains that there is a fair margin of profit in a rate of 27s 6d, and the last year the owners have been losing money. If the members of the union all hold to gether, and he believes they will, he declares that they will win in a short time. The captain states that the grain will be here to move, and the exporters will be forced to accede to their terms. With 80 per cent of the owners In the union he says that they can control the situation. It is thought by some that the ex porters will endeavor to break the com bine by picking up an occasional tramp such a tribute. He especially appre elated its coming so many year after, which showed that It was done after mature deliberation. Mr. Bird carries a letter of Introduction to Admiral Cervera from Captain Richmond P, Hobson, and wilt spend several weeks in Spain. The Northern Pacific Railway Com pany will place round trip ticket from Portland to St. Louis and return on account of the world' fair on sale as follows: Jun 16th, 17th aid 18th. July 1st 2nd and 3rd. August 8th, 9th snj 10th. Sspt 5th, 6th and fth. October 3rd, 4th and 5th. The round trip rat to St. Lout and return from Portland will be $67.60, Ticket will be good for return via any direct line. A round trip rate of 672.60 will also be mad from Portland to Chicago and return. If a passenger desire to take in both Chicago and St. Louis th round trip rat will be 676.00. All ticket will be good for 60 days from date of sale. Tickets will be good going ten day from date of sale so that a limited stop-over can be had on the going trip and on th return trip passenger can atop at their pleas ure west of the Missouri river or St Paul. These rate apply via direct lines, but If passenger wishes to re turn through California ticket can be sold accordingly, but at an Increased steamer. The owners are confident that nit 0f 113,50 added to above. there is not enough of this kind of ton nage available to make any perceptible difference in the situation one way or the other. Six years after the Cuban campaign of the Spanish-American war a me morial is being sent to Admiral Cervera of the Spanish navy, expressing the ap preciation- of prominent Americans of his sending word to the American fleet that Hobson and the crew of the Mer- rlmac had been rescued and would be kindly treated until they could be ex changed. Arthur Bird, editor of the Sidney (N. T.) Record, sailed a few days ago on the steamer Konig Albere, to carry the elaborately engrossed tes monial to the old Spanish admiral, who Is at his home In Cadiz. The memorial is 36x48 Inches and is handsomely framed. The American and Spanish flags are crossed at its top, and the coats of arms of the respective Countries occupy the corners.
