He looked in the wrong place for effects, lie fed tuberculous human sputum to healthy calves, and after killing them, a few months later, examined the intestinal canals. He could detect no signs of trouble there, and inferred that none had boon ex perienced. Dr. Sidney Martin, for the British royal commission, repeated these very tests, but sought in dications of infection elsewhere, and found them! He concluded that the germs penetrated the body by other avenues than the intestine, unless the sur face of the latter had been injured. Koch's belief that tho germs of bovine tuber culosis could not hurt a human subject was a mere surmise, based on the fact that among children an exceedingly small proportion of eases of intestinal consumption are observed. Dr. Martin's experiments, by showing that the effect of contaminated food may be felt in another part of an animal's body, are strongly suggestive of the danger to which children are exposed, and have fully as great force as Koch's guess. Furthermore, a number of physicians have m the last few years inoculated themselves or other e JUST FOR INSTANCE. Ont of Now York' four hundred has been sued for ft grocery Mil And had to iny It. "Decent compensation insures good talent and the best efforts. "When the compensation in Portland falls below the figures which are offered in other cities in this region, Portland cannot expect to com mand the services of the best qualified teachers. "With two and a half months in which they can expect no wages, with the future staring them in the face as it does every wage worker, they must in self de fense seek out their services. In the main Portland haa Jippti Ptppcrlinclv fortunate in this respect. Its tcnohorQ will average verv well with teachers in corresponding grades in other cities on the coast But just because many of them are forced through circumstances to remain here and accept what is offered them, is no reason why a rich municipality like Portland should take advantage of them. The eity should be ready and willing to pay for whatever service is rendered it. Its teachers should be decent ly paid and whatever the school directors can legi- timatedly do in this direction the public will ap prove." JUDGMENT AGAINST KOCH. Though the world owes a great debt to the dis covery of the bacillus of tuberculosis, it is steadily coming to realize that he is not an infallible an thority concerning that disease. Prior to 1901 the medical profession was in general, though not abso lute, accord about the practical identity of the hu man and bovine forms of the malady. In an inter national congress in London that year Koch uttered the opinion that they were essentially different, and that the two varieties were not intercommunicable. The declaration proved a profound sensation, but it was received with much skepticism. Even then there was a considerable volume of evidence pointing in the opposite direction. However, further investi gation was desirable, if not necessary, and it has since been carried on under official and unofficial auspices with vigor, both in America and Europe. The latest verdict, frora the royal commission in England, is adverse to Koch, as have been nearly all the import ant utterances of the last three years upon the subject-.. Today, therefore, the eminent German is al most alone in believing that tuberculosis cannot be conveyed to man from cattle and to cattle from man. : Upn a question of this sort, obviously, negative testimony may be less valuable than positive testi mony. If equally competent experts make tests and secure different results, it may be hard to say why one set of experiments failed and why another suc ceeded. Still, if disease is transmitted by feeding or inoculation in only a limited number of cases, that fact demonstrates an alarming possibility.
