Of late all of the stiXni schooners arriving at San Fran cisco have been tied up by the En gineers' Association, and Captain Hard wick was Instructed to avoid touching at the Bay city. He stopped at Eureka and there took on a cargo of redwood lumber for the return trip. The Alliance had two consignments of lumber, one of 631 tons from Eure ka and the othr of 38 tons from Coos bay. She did not remain at Astoria more than half an hour, during which time her entrance papers were filed at the customs house, but proceeded at once up the riven It was expected ler engineers would walk ashore upon her arrival here, as the union has tak en a determined stand, but nothing of this sort transpired. A bill was introduced in "the house on Monday of this week authorizing the Issue of government arms to civilian rifle clubs. It Is fur ther provded that these clubs, by qualifying at the end of each year In the National Marksmen's Reserve, shall constitute part of that organiza tion which will therefore consist of a reserve body of trained shots, ready to be drawn upon in case of war. The movement Is so thoroughly approved by the war department that it is be ing Introduced as a war department measure.
