No Dessert More Attractive pnd Hour 'AWtUTWA ivrwuuur. fcniuuU weatsx 1 1 iSSfl Berlin, March Thirty Russian atudenta, several of them women, have received yesterday and today from the police, notices of expulsion In conse quence of participating In a meeting held Sunday to protest against the gov ernment permitting Russian police agents to watch Russian residents In Germany. The students have from three to eight days in which to leave the country, and may select the fron tier to cross, the government not com pelling them to return to Russia, as In some former Instances. The origin of the dispute between the government and the studentsk about 600 of whom are attending the uni versity and technical schools, was In the socialist accusation that the gov ernment was permitting Russian spies to search the rooms and examine the correspondence and otherwise interfere with the liberty of Russians living In Germany. Foreign Secretary von RJchthofen, in defending the govern ment January 19, said the Russiarte leve were anarchists, and that many f the women attending the university r other schools were really not stu dents, but lived In a state of immoral ity. " A few days later from 40 to SO Rus sians passed a resolution protesting against these imputations. Chancellor von Bulow, answering Hen- Bebel. the socialist leader, on the same subject February 29, contemptu ously alluded to the protest ants as "beggars, and conspirators under the leadership of Mandelstamms auj Sil herbaums." "If these fellowa do not keeo quiet." said the chancellor, "we . will throw them out" About 400 Russian students met on Saturday and signed a statement re citing the utterances of Secretary von Rlchthofen and Chancellor von Buw. Referring to the chancellor' assertion that they were abusing the hospitality of Germany, the Russians said that even guests had the natural right of resenting insults Bung at them by their hosts. "Besides this," 1 the statement con tinued, "he undertook, by referring to the Jewish origin of part of the Rus sians here, to arouse anti-Semitic- pre judices against us. Count von Buelow. the highest official of the German em pire, has not scrupled, under the pro tection of his privileged position, to call us beggars. The fact that most of the Russians living here are of Jewish or igin Is due, as Count von Buelow well knows, to the special opposition to which the Jews are exposed In Russia, which excludes them from the higher educational institutions of their native country. We regard that the 20th cen tury In the land of Lesslnfr and Fichte witnesses such disregard for the great idea of humanity as evidenced by these anti-Semitic sallies of the German chancellor." Senate Investigation Committee Washington, March IS. The Dietrich Investigation committee resumed its In quiry into the charges 'against Senator Dietrich today, j. R. Wright formerly a Janitor in the postofflce at Hastings, was called to show the exorbitant charges in connection with the removal of the old postofflce fixtures from the G. A. R. building to the Dietrich build Ing. The witness stated he knew noth ing about the exorbitant charges, al though the summary furnished by the district attorney stated that the wit ness would testify to frauds In connec tion with the removal. Wright stated he knew of no frauds or misdoings of any one connected with the removal of the postofflce at Hastings. This closed the hearing o tar as the witnesses la attendance were concern ed, ami they were discharged. The committee then adjourned until Satur day, when A. S. Rohrer. of Hastings, who had been subpoenaed, wilt be heard. Islands Need Railroad. Washington, March H.i-Secretary Taft continued his explanation to the house committee on Insular affair to day as to conditions in the Philip pines, particularly with reference to thexneceity of railroad building. Tak ing up first the question of Internal Im provements In the Islands, Secretary Taft read a cablegram from Governor Wright suggesting a $10,000,000 bond issue for such Improvements. In this cablegram Governor Wright said that in the last six months the customs re ceipts had fallen off 2S per cent "White we hope that this is due to temporary causes," said Governor Wright "at the same time we do not feel safe In making Increased expendi tures for Improvements. It we can in duce congress next year to make trade free or reduce the tariff 10 to 26 per cent of the Dlngley rates," said Secre tary Taft "we can show an income greatly In excess of the present" ; Secretary Taft declared his belief that the f 10.000,000 bond Issue could be paid at par at 4 per cent interest.
