The demo cratic state convention, which will se lect delegates to the rational conven tion, will be held here April 18. This was the unanimous decision of the democratic atate committee which met today. The result was arrived at be fore the committee met at a meeting between ex-Senator Hill and Leader Murphy, of Tammany. It was be lieved that some acrimony would re sult at the meeting over the selection of the place and time, it being known that Tammany desired to have it held In New York, but Senator Hill acced ed to Murphy's request to set the date for the 18th Instead of the 13th. and Murphy finding Hill controlled the majority of the coiJmvittee. acquiesced In the selection of Albany. River Stilt Rising. Harrlsburg. Pa., March 6.-Today the Susquehanna river registered "2S feet above low water mark and was still rising. There is no change In the conditions between this city and Columbia. At Mld'dletown the low lands are submerged and the electric light plant is ruined. The .town was without light last night and many families have been compelled to leave their homes. A large district of South Harrlsburg is inundated. The naval bill again occupied prac tically all the time of the senate, but while the amendment concerning the naval training station on the great lakes was technically pending during the discussion, it was scarcely men tloned. Consideration of the naval bill was not completed when the senate ad journed. COMMITTEE IS ARRAIGNED. Irate Woman Speaks Her Mind on Disputed Grade. Seattle, March 8. An Irate woman, prepared to defend what she regarded as her rights, appeared before the street committee yesterday uftemoon and gave variety to the otherwise mon otonous proceedings. Chairman Mul len was vanquished early In the fray and before the end of the colloquy Councilman James selected a back scat and sat down. Engtneer Jeffrey suc cumbed and Mrs. W. S. Geary, owner of two lots on Eighth avenue west., stood temporary victor in the war of words. ' The trouble arose over a. petition from Mrs. Geary, her husband, and a number of other property owners cn the street, to have the grade on the nvpniu between Crockett and Howe and the bulkhead Is going forward now with all Dosalble expedition. It was said at the yard this morning that th battleship would probably be launched In about a year's time. FORFEITS BIG BAIL New York. March 6. When the case of Samuel Webber, charged with burg lary. was called In the Manhattan ave nue court this morning, the accused did not appear and his ball of MOoO was declared forfeited by Magistrate Naumaf. Webber was arrested Tucs- day morning by Patrolman Hauger. of the Stagg street station, after he had given the officer a lively chase oer the roof in the vicinity of &4 Seigel street. When taken before the mfcgt trate he was held In $1000 Mill for ex amination today. Webber was taken to Jail, but later streets changed so that the elevation relcaiied 0Ii a bond given by' Joseph would be ten feet above the present grade stakes. Dr. E. M. Randall, a heavy property owner on the street, was content with the present grade and Intimated that Mrs. Geary had not sei-n nt to make a protest until she bad reaped (he benefit of several thousand yards of earth which had been dumped on her lots, transforming them from a hole in the ground into sightly, desir able property. In a rejoinder more direct than di plomatic Mrs. Geary denounced Dr. Randall .is a speculator, the city en gineering department as a set of blun dering officials and Intimated that the street committee could take a course In surveying without detriment to their knowledge of how to grade city streets. The launching ways on which the United States bat tleship Connecticut Is now under course of construction at the navy yard are to remain a' permanent structure for the building of other vessels of war. The work of building an improved bulkhead is now being carried on at the water front directly before the place where the battleship is being built Dredging of an extensive order is to be carried on shortly, so that not only the Connecticut, but any other ves sels that may be built at the navv yard In the future can be launched without any darger of a mishap.
