He read an article hlch Is being circulated throughout the city. It reads: To the Japanese Residents of the Unit ed States: In the endeavor to maintain the ter ritorial integrity of China and ensure the Independence of Cores, which are essential to the welfare and safety of our own country, and also to protect our rights and Interests, as well as to secure the open door for the commerce of all nations and those two countries. our government, as you all know, hasj since last year with much paUence ! tried every means of peaceful negotia tion with the Russian government, whose aggressive and threatening atti tude In the far east has long been a menace to the peace of the world. Un fortunately, however, our just, reason- j able and necessary proposals have all been rejected. To our great r.'gret, ; . diplomatic representations having j wholly failed we have been driven to, take up arms to -vindicate our cause. ! The Independence and Bafety of Japan i are at stake in this contest. Although j we may congratulate ourselves upon i preliminary victories In naval engage ments, the struggle ha3 but Just be gun. We must still expect many dif ficulties before the final triumph. Now that our army and navy in the winter's cold and on the stormy seas are brave ly fighting for our emperor and coun try, and sacrificing their lives In the midst of shot and shell, let us, 'heir brethren in this country, unite In the expression of our patriotic zeal and raise a fund to aid In this struggle for ,our natlo.ial existence." Mr. Uchlda concluded his remarks by thanking the society for the work al ready started.
