' He believed the scheme an ex1 cellent one, both so far as the council Is concerned and so far as the property owners are concerned. . , - - , City Engineer Tee said that, as soon as the full list of streets to be Improved was completed, he would examine and report fully on the grades, so - there owuld be no trouble on that score. . Mayor Suprenant suggested that the matter go over until next meeting. when the committee could complete its report and designate all of the streets to be Improved. The mayor's sugges tion was adopted. ' A Delicate Subject The Third ward delegation was again called upon last night to defend itself, and more especially to provide pro tection against the enemies of the no torlous Franklin avenue improvement The delegation was there with the goods and won the argument in a can ner. The matter ca emup when Mr Burns' ordinance for the Improvement of the avenue was read the first time One of the members from the first ward Lebeck, moved than an investigation be made and that the council be ac qualnted with the amount of money the city would be required to pay for the Improvement, He declared him self flatly against the expenditure of city funds to build streets in the east end and threshed over the old straw that was handled by the council some months ago. Messrs. Belland and Nordstrom re plied, the former asserting that the anxiety of the First ward member for the welfare of the city was now much more marked than when Bond street was extended Into the west end at i cost to the city of 111,000. Mr. Nord strom said he was satisfied the city would not be "stuck" for more than $2500 in the east end. Mr. Burns asked unanimous consent for suspension of the rules and final passage of the meaure, but Mr. Lebeck voted .In the negative, delaying action for two weeks. . t, Fire Ordinsncs Passes. The fire ordinance, which , regulates the size and number of entrances and exits for public buildings, provides for fire escapes and fire-proof roofs on all buildings, and requires owners here after to secure permits before under taking the construction of new struct' ures, was brought up for final pas. sage. Mr. Belland had several ob jections to make.. He said the meas ure provided a uniform size for en- trances In all buildings. He believed the ordinance properly covered small buildings,' but thought larger buildings should be required to have larger en trances; He opposed that nrovisinn change from Fourteenth to Seventeenth extending to May 1 the time for com pletlon of die' improvement of, tefat teenth street from Commercial to Irv ing avenue ; ( , A communication from the Von Du sen Investmen Company aakinsr the council to Consider the advisability of Improving the road leading to John Day was referred to the street commit tee, as was the petition from residents interested asking that the repair be made. The petition of T. S. Simpon for permission to erect bill boards on Commercial street will be considered by the street committee. A remonstrance against the proposed dumping ground at the foot of Third street was presented. The property owners say the dumping ground would me a menace to the health of the com munity. The matter whs referred to the building property committee, The offer of Joseph Schambergnr of $12,000 for the city hall site was. unon the recommendation of the committee on public property, filed. Charles Gibbons was grunted a' half month's pay for extra service perform ed during his Incumbency ai 'Janitor The board of assessors recommended confirmation of the. assessments for the improvement of focchnnite street from Fourteenth to Seventeenth and Franklin avenue from Ninth to Twelfth. iiy engineer Tee submitted clans for the Franklin avenue Improvement in East Astoria.
