Conroy, a depositor In The Dalles National Bunk, of which Mr; Moody was cashier, and which failed In 1S97, Mr. Moody Is now In process of settling up In full with his depositors. The story goes that Mr. Moody open ed a letter addresed to Mrs. Oonroy which came from the controller of tlw currency, stating the amount due her on ftnul settlement. It Is alU'gvd that Mr. Mody, taking advantage of the Information Imparted, settled with Mra Conroy for some ISO less than she was entitled to. Mrs1, Conroy, discovering the deception, compelled the former cashier to pay the full amount due her. It Is stated that Mr. Moody came In. to possession of the letter through The Dalles postmaster, who had been In the habit of delivering similar letters to Mr. Moody. That the postmaster will have to acount for his mistake, If such be the ea, there Is no doubt. Whether or not Mr, Moody Is guilty remains to be proven. Rumors of wrongdoing were circulat ed In connection with the failure of his bank, but no Indictment was ever re turned against him In connection there with. As most of The Astorlan's read- era are aware, Mr. Moody served two terms In congress, completing the sec ond term in March Inst. He succeeded In Ingratiating himself Into the good will of President Roosevelt, and for some time past has been a more or less potent power In presidential apnolnt- !nent, It Is said that Mr, Moody, mrr jhtn any other Influence, defeated the re.-ommen Tuion of the Oregon delcgft' tlon for the appointment of John W Knowles for register of the LaGrande land office, and he dictated the ap loltitments absolutely for The Dalles Itmd office last March. Albert Hess, representing the Tele. gram, waa in the city yesterday in con nectlon with the "Industrial" edition of that paper. Mr. Hess Is an old news paper man who should make a success of any venture wherever he should find room for his labors. The Telegram edition will appear December 12. Captain John NIchol, of the British ship Dunslaw, has twice previously vis ited this port. He was here seven years ago as an apprentice on the British four-masted ship Inverness-shlre.
