vry Indignant with the United States
foverimwnt for concluding ft treaty to
oprn Mukden to the commerce of the
world, cables the Chefoo correspondent
of the Horald. They say, he asserts,
that the St. Petersburg government
will protect and maintain that the open
Ins of this new treaty port will never
take place.
The Port Arthur Russian newspAper
Xovoe Krai haa published a strongly
worded article on this subject. It de
clares that the treaty Is proof of the
aggressive nature of the policy of the
Cnited States.
This policy, the paper declares. In
fringes the right of Russia founded
on her construction of the Manchuria
lailway and the concessions by China
to Russia of the sole commercial ex
ploit at ton of Manchuria.
The Russian fleet has returned from
Dalny. The garrison there and 20,000
Chinese iaborers are building barracks
for over 10.000 men. The defenses to the
north of Ta Lien Wan are being
strengthened.
NO CHANCE OF TROUBLE.

correspondent, to discuss the opening of
Mukden as a treaty port.
"Oh. we shall settle this question all
rlpht.' he said, "maintaining our old
friendship with America.. Interna
tional commerce must go on."
Regarding the alleged construction of
forts at Tongampho, In Cores, he em
phatically denied it.
"These stories are all fabricated," he
said, "to cause a sensation. There Is
no fort, not & single officer, not a single
soldier and not single cannon at Ton-
gampo."
Regarding Manchuria, he said trouble
with the brigands Is constantly occur

Chinese begging him to retain troops,

Vancouver, 'B. C, Oct 80. Three
Chinese are charged with the murder
of another Chinese, at French Iter, last
summer. The trial will begin at Clin
ton, B. C, on Wednesday. It Is said
that the two younger of the prisoners
have Induced the third and oldest to ac
cept the onus of the crime. The pro
vincial police say that, following a
Chinese custom, the two younger pris
oners have paid the old man for his
life.
One morning two Chinese, who lived
and worked at French Bar, appeared
at the nearest neighbors with a story
that their partner had been murdered
and his body thrown Into the river by.
a Chinese who lived sii miles below
French Bar. The accused was arrested
He tu.med out to be a weak-minded, de
crepit old man, who had scarcely vigor
enough, to walk. He denied knowledge
of the crime. As It did not appear poss
ible from a physical point of view that
the old man could have committed the
murder, much less drag the body to the
river, the two Informing Chinese, lusty
young nun, were arrested "and also
charged with ihe murder.
Although lenylng absolutely ifny
knowledge of the crime when arrested,
the old Chinese now stoutly proclaims
that he alone did the killing.

Consul-General Stlenhart, at Havana,
has arrived here with the Idea in view
of Interesting business men In tffe
Cuban reciprocity treaty.
"It is earnestly to be hoped that the
treaty will pass," Mr. Stelnhart said:
"Considering the proximity of the two
countries and the advantage of lower
freight rates, the United States should
be able to compete successfully with
European manufacturers and mer
chants, even if we left out of the
reckoning the superior sagacity of the
Americans.
"The Cubans desire the adoption of
the treaty, as it will insure to them a
market for the next five years, and
they are confident that at the expira
tion of this period the relations of the
two countries will be so closely cement
ed that a renewal of the treaty will be
easily affected, because it will be to the
manifest Interest of both countries.
Cuba Is Importing from us at the rate
of $30,000,000 a year and I confidently
believe that In six months after the
passage of the treaty the total will be
doubled. Most of the Increase will be
In ctton goods and In rice. With
prices declining !n the United States it
should quickly regain the Cuban mar
ket and sell much more to the island
than ever before."
Seattle, Oct. 20. Five prospectors.
Monnran. Clarkson. Smith, Johnson
and Wtndmlller, according to a special
dispatch to the Post-Intelligencer, have
just arrived at Valdex, Alaska, with
IISOO In dust from the newly discovered
placer ground at Shushitna. The men
report the discovery of three very rich
creeks, 20 miles from the Alaska range.

of Derby, Conn., has sailed for his old
home in Ireland with $5200, represent
ing the savings of 32 years as a farm
hand. His wages generally were 112
a month and board. In the 32 years
he has had but three employers and
took only six day off. His expenditures
amounted to $44.90, an average of less
than 12 cents a month. This money
be spent principally for newspapers.
Mahaney said he had enough to live on
comfortably and said he never.would
work again.
