THE JETTY CONTRACT. : " Our oateemed friend, the Portland Journal, la Inclined to be unreasonable In dealing with the matter of thcon tract for Jetty roc. The Astorian ag rees that the Northwest Construction Co, has been unable to furnish as much rock as wm desired by the government Miglneers,and that dellverlea were short of the contract stipulations; but It does not admit that the best Interests of the whole people has not been sub served on this account. To the con trary, It insists that the government's contract with the local concern and that concern's work thus far are more satisfactory than otherwise could have been arranged. Let It be, known that the Northwest Construction Conv- nnn la fiimlahinar rtx-k for 91 cents a ton, while the Portland com pany in which the Journal Is so much interested bid 81.25 a ton. The difference In the price is thus shown to be 34 cents per ton. The Jetty will -require ruuy 1,000.000 tons of rock in all, so that there la saved under the present contract $680,000. Now, it may be that our Port land friend regards this sum as alto gether too trifling to have been allowed xo stand in the way of the awarding of the contract to Messrs. Hale & Kern, but, fortunately for the safety of the national treasury. It is not shared by those officials with whom final decision of such matters rests. To be real frank, the government Is quite willing to make some concessions to the company whose offer will effect a saving of $680,000. It would be folly to say that The Astorian Is not anxious for Improvement of the bir. The future of Astoria and of The Astorian depends on it, and If there were any reasonable cause for com plaint at the manner in which the work was being carried on this paper would be fiist to voice the protest, nor would it rext content until conditions had been rlghtfd. But it fully realizes that,'des ' spite the shortage of rock delivery thus for, the work at the river's mouth has not wiffered In any way, and that the Portland complaint is not based upon real interest in the improvement, but upon a desire to discredit the North west Construction Company with the government officials, so that future con tracts, Involving vast sums of money, may go to rival concerns at excessive Azures. The Astorian is nearer the Jetty than the Journal and may be de pended upon to vigorously point out any irregularities that may be calculated to injure the commercial Interests of the Columbia river. ; In California, an enterprising body of men have organized themselves into committee for the purpose of breaking up some of the large' land holdings of that state and the scheme Is meeting with success. The land in question Is sold in one, five, and fifteen acre tracts and soma of it is located In the most productive portions of the state. The committee has already received word from at least fifty large land -owners that they are willing to encourage set tlement in this manner. The Califor nia plan is suggestive of what might be done in Oregon. The date of the Lewis and Clark fair Is less than two years off. FEROCIOUS COUGAR KILLED. The past week developed a cougar story over In Pacific county, Wash. The cougar was an elderly female and had been forced down out of the mountains by hunger. Dan Markham, superin tendent of the Lebam hatchery, and an other fish expert had been at the hatch ery dam, near which a dog belonging to Soloman Markham came across the cougar. The beast showed fight at once and in less than a jiffy was rolling the dog around in the road. Another dog joined In the combat, but the cougar was too much for the domestic animals and had little difficulty in putting them to flight. While the battle was In pro gress Edward "Klrsch happened .along with a rifle and took three shots at the cougar as she was advancing to renew the attack on 'he dogs. One of the bul lets penetrated her head and she took to a tree, wnere she was kilted by a well direeter shot. The dog that first became involved with the cougar was badly Injured, and It was evident that the beast had leaped from a tree onto the back of the dog. OYSTER BUS1NES BOOMING. According to William Mills, the Bay Center merchant, the oyster business on Willapa bay is booming. "We prac tically control the market now," says Mr ."Mills. "The beds on the sound are nearly depleted, and it has been neces sary to curtail the output there In order to give the beds a chance to recuperate. The price there has been forced up to $4 and $5 a sack. This is forcing the dealers to come our way. It has been a long tjme since the demand for our oysters has been as great as it is now, and of course the price Is constantly go ing up. We are now receiving $3 per sack and are shipping about $300 worth of oysters per day." The citation was the result of a peti tion filed In the court by Mr. Grime who states that he and his wife are living apart; "that the mother of the children, Sarah A, Grime is a woman rf notoriously bad character, and has grossly abused her parental authority over the chlllren, and Is totally unlit to have their care and custody." The petition embodies the rvqvwst that the girls be surrendered to the Icdy of the Hoys' and Girls' Aid Society of Portland, -vhlch request will be com plied with unless the mother is able to show cause why the court should per mit the children to remain in her care.
