"At one time it was fondly hoped
university extension would meet all th
requirements But It has been tried and
found wanting In many part of our
continent. It Is too fragmentary In
character to be of real benefit. Ac
cording to Mr. Herbert B.' Adams, It
failed mainly because of (1) lack of
suitable extension lecturers; (2) lack
of financial support; ' (3) the vast dis
tances to 1) traverse! by university
men, already overworked; (4) the ne
cessity and greater, importance of aca
demic service on college and university
premises; . an.1 (t) the recognition of
Setter and less expensive Instrumental
ities for popular education.
'Among the latter education by cor
real ondenc slly stands first. In
the study of our national system of
correspondence instruction, the Investi
gator is, unfortunately, confronted by
a lack of co-operation on the part of
some correspondence institutes, which
will prevent him from obtaining defi
nite data. To my repeated Inquiries, a
Boston establishment of the kind, made
no reply whatsover, and the president
of a Washington institute wrote: "We
are sorry that we cannot comply fully
with your request for certain Informa
tion In regard .o the . That in
formation relates to the operation of
the institute and we do not dlvuffee it."
And yet the questions submitted refer
red merely to the number of students
enrolled, the extent of territory cover
ed by correspondence and such other
details as would be answered promptly
by any state university."

FLOODS IN ENGLAND.
New York. Oct. 13. England's tale of
rain and flood, although trifling in com

abatement of the down-pour In London
Monday, but the total rain fall is rapid
Iv aonroahlng a point equal to the
highest noted since the meteorological
office was established In 1866. Rivers
are high everywhere and, in many
places have broken their bounds.
Railway traffic has been interfered
with and great Inconvenience has been
caused in several towns by inundations.
Acres of grain are under water In York
shire, and reports of general floods
come from the north of England.
