The Baker City Democrat's story of the antl-lawless movement started in Baker City does not give the same col oring to the proceedings as the Herald, of the same city, though the Demo crat's account has a touch of early day romance that is interesting to those less acquainted with the modern Dick Turpln's methods. Speaking of the court-house meeting the Democrat says about 100 persons gathered at the i.herlff's office and con tlnues." "There was no ranting or excitement In the meeting, and no effort was made or any talk had of interfering with the present saloon arrangements in the cltv.' In a larg contract for lumber for Dalny that was recently let, the American Arms were braten by Russian firms supplying the umber from Siberia." Consul Miller goes on to say that Russia is sending Into China, cotton goods from Moscow, kerosene from Southern Russia, lumber from Siberia and tha Yalu and flour from Harbin and that the Russian people are earn estly striving to build up trade In ench of these lines. One argument by forest reserve advo i J'.es from Washington that on its face bears evidence of merit is the state ment that the government will allow any mill company the privilege of buy ing and cutting the timber on resarva tions. It Is also stated that the blanket restrictions governing the cutting of timber on reserves will be removed. Such unauthorized promises will not satisfy people of the west who have un dertaken o comply with the terms of the government for cutting timber from the ressrves or explain satisfactor ily the purpose of including in reserves tillable lands and sage brush plains. Those who have tried the experiment of cutting timber from reserves have found that the red-tape process and many exactions from the department, render the manufacture of lumber fiom reserve timber impractical. The government may be as lenient as it will with the mill man, but the greed for timber on one hand and the disposition to protect the forests on the other, pre sents a difficulty that so far has proven Insurmountable. The trouble Ilea In the reservation of too much of the state's area and blanket rules govern ing the cutting of timber.
