The suction of a sardine cannery
to the plants of Astoria is a weletuae
sign that people are beginning to
appreciate the enormous food value,
of the Pacific toast , fisheries. Too
long have these great resources been
left practically untouched, if we ex
cept the salmon fisheries, and too
long have they gone unappreciated
by the very people that should be
most awake to their advantages, the
people that live on the coast. The
full value of the fish that are at our
doors is not appreciated by Oregon
people or there would be a much
greater demand for them. In an
other column of The Astorian will be
found a statlment of the : plan pro
posed by Fish Warden Van Dusen,
namely, that the state institutions
should be supplied with more fish
instead of part of the great amount
of meat they use. The proposal is
good, but it shows the state of the
public when it is necessary
for the scheme to come from the
fish warden. Everyone should be
awake to the fact that there is no
more succulent and no healthier
food than the fish that swarm in the
waters of the Pacific and the Co
lumbia. There is no doubt that the sardine
cannery will be successful, and just
as little question that the fish pat up
would, if labeled "sardines en huile",
deceive the people that are paying
high prices for the Atlantic coast
sardine under the impression that
they are getting the genuine French
article. '
GERMAN'S AND COMBINATIONS.

The visit of the distinguished
party of Germans agriculturists to
this state should notbe withont its
effect upon the farmers of Oregon.
The Germans, who have almost
perfect 'organizations in every form
of industry, do not neglect the most
important of all, as agriculture may
fairly be described. The farmers'
societies all over the German Em
pire unite in sending abroad annually
a party of trained observers, who
are able to report the best methods
used in the countries they visit, and
if suitable for adoption by German
agriculturists they are soon in
vogue.
In America, where industrial com
binations . have reached a point
higher than any in history, the great
branch of agriculture has been
strangely neglected. In. a few in
stances combination has been tried
and has been proved successful.
The advent of creameries has been
a practical illustration of the bene
fits resultant from co-operation, but
the lesson does not' appear to have
been taken to heart. .......
WHERE CARELESSNESS KILLS.
The , importance of keeping the
strictest watcli upon alTihe affairs,
of . service,' in which Jhere are
largtj disbursements of; money 4s
well illustrated by the troubles -winch
axe now gathering round the heads
of some of the officials in1 the post
office. Aside from all questions of
actual fraud, a laxity has been dis
closed that must have had an enerv
ating effect upon all the officials ai.d
clerks in the departments where it
was permitted. '
. A few isolated cases of fraud show
less harmful state., of affaurs' than
does a "general epidemic of slackness.
It is admitted by the officials that
there was a good deal of charging '
up purchases to funds dificreiu
from those that should have borne
the cost, and in some cases tner5
was even an interchange of charge
between two seperate departments.
It is an atmosphere of this kind that
works havoc with the weak; from ir
regularities they proceed to felonies.
.The account keeping should be
of the strictest in the future, for
therein lies the only possible means
of keeping temptation from the
feeble and opportunity from the
wicked. '
GERMANS.
If the visit of the German party
shall have aroused dregon farmers
to the importance and the practica
bility of combined efforts this state
will have benefited more from the
tour than can Gnany itsetf-
The fact that I.ee, Tweedy &
Company, one of the biggest dry
goods jobbing houses in America,
has gone out of business because
middlemen's profits are becoming
too' small is an encouraging sign of
the greater foresight and the greater
buying power that is being used by
the distributing houses in these
days. Astoria merchants will not
be slow to see that this retirement
still further points the moral that it
is always best to deal with the manu
facturer. I-ee, Tweedy & Company
say middlemen's profits are too
small. Some middlemen should
have no profits.
The program of the Republicans
in Ohio is one that will appeal to
all patriotic Americans. The en
dorsement of President Roosevelt's
administration will be heartily
joined in by citizens of every party,
and the approbation that is to be
eepressed for Governor Taft's course
in the Philippines is but an echo of
the praise that has been sounded for
him already in all quarters. That
agitation for change in the tariff will
be discouraged is but the con
clusion that any intelligent observer
of events would reach in view of the
results that have tome from the en
forcement of the present schedule.
The nomination by a certain
Democratic faction in New York of
William S. Devery for mayor shows
the depth to which some people will
abase politics. The nomination is
not likely to be regarded seriously
by Republicans, and therein lies a
danger, for there is no doubt that
he coarse-mouthed and ignorant
ward grafter, the corrupt and de
graded police officer, Devery has
shown himself to be, still can con
trol m.large number of votes.
It may be that the Jews in Russia
do not mind being massacred so
much as other people might. Their
life in that country cannot be so at
tractive that it has a strong hold
upon them. -
The question of a mhat inspector
seems to be attracting considerable
attention all over the state, and in
every locality the plan is favored by
the people.
If the salmon only knew how
watmly they would be welcomed
they would surely be in a hurry to
get into the river.
Between ships of war and schoon
ers of beer Bremerton should find it
easy to make a choice.
GRANDSON OF GRANT.
St. Louis, June 4. General Fred
erick Dent Grant and Mrs. Grant
arrived here from San Antonio,
Tex.,, last; evening and departed
over the Wabash for Chicago. They
were delayed almost one (Jay by the
floods in Indian Territory,' Gen
eral and Mrs. Grant are en route to
West Point to attend the graduation
of their son, Ulysses, from the Na
tional Military academy. '
