It to not clear that Portland will be
a beneficiary, except In an Incidental
way. Certain It is that Portland, har
bor will not be utilised when the crisis
somes. It there Is any rate-cutting,
the participants In the struggle for
commercial supremacy-' will take ad
vantage of every possible opportunity
to reduce operating expenses.Portland
bafbor Is now used not because it Is
desirable, but rather because the rail
roads, acting harmoniously, are exact
ing tolls great enough to permit of a
division of freight, at unusual profit to
the three line concerned. , The impend
ing struggle for the oriental traffic will
not bolster up Portland's shipping, but
to the contrary what business la done
out of the Columbia will be handled at
the seaport. Extension of the jetty
win unquestionably afford the desired
40-foot depth, with which the railroads
will be In poation to use this outlet.
It Is idle to contend that any rival com-1
pany would undertake to operate smau
carriers out of Portland or any other
harbor !n competition with the 30,000
lon liners which Mr. Hill has built.
The great freight fight that la brewing
will doubtless mean more or less ex
.
tensive use or Astoria s nor dot, wbiud
is capable of accommodating the larg
er vessels, and the extension of ter
minal rate to this port. In an Indirect
way this will be of lasting benefit to
Portland and all other towns of Ore
gon, for shipping will be done on a le
gitimate basis. The Impending strug
gle between the rival lines will do
Inore to advance the Interests of this
section of the country than all other
factors combined, and the sooner the
opposing Interests clash the better It
will be for the people of the north
west.. Those -vho think that W. J. Bryan
has forsaken free silver are very much
in error. Quite to the contrary the
Llneolnite insists that the salvaton of
the country depends in large measure
upon a greater volume of currency. In j
every Issue of the Commoner Mr. Bry-
ail asserts that the nation is doing;
business on a short currency, and that I
the day is not far distant when the;

of our government. Mr. Bryan ad
mits, that the monetary situation In
America "la fairly satisfactory at the
present time, but says that the finan
cial Interests are more closely draw
ing the strings with every month.
He views with aturm the approaching
suspension of slim coinage. The all
ver bow being coined i that known as
seigniorage or the difference between
the market price, at which the gov
ernment bought the bullion, and the
coinage price. Coinage of sliver was
provided for In the act of IK'S, but
the supply is now almost exhausted
At the last session of congress a bill
parsed the lower house providing for
the recoinage Into subsidiary coin of
alver dollars. If this bill ever btcomes
law, Mr. Bryan points out, it will be
unnecessary for our government to pur
chase any silver for a cenutry to come.
Altogether, the outlook for a greater
volume of silver currency is not bright,
and the radical democratic leader Is
soVW perturbed In consequence. There
fore, he still clings to free silver, and
if he dominates the next democratic
convention, as seems likely, reaffirma
tion t the Chicago and Kansas City
platforms will unquestionably ensue.
The frantic efforts of W. C. CowgiU
to defeat the portage railway approprl
atlon are apparent from the admission
of Robert C. Wright, a Portland attor
ney, that agents of the anti-portage
movement are receiving money for
signatures. The money conies from
CowgiU, who claims to be working for
the "referendum league," an alleged
eastern Oregon organization. However
much the prime mover In this scheme
may try to deceive the general public,
It is evident that he is acting merely
for those railroad Interest which would
suffer if the people of the inland empire
were to be afforded water transporta
tion of . their farms. The Columbia
river is a magnificent highway, and
the people living along its banks are
entitled to the use of this highway tor
the transportation of their wares. The
portage railway aims to give them their
due in this respect,, and any attempt to
bring about the defeat .of the appro
priation, or any plan to delay work
on the railway, Is a direct thrust at
the interests of the people. If Cow
giU Is really representing a league of
interestd property owners who honestly
favor reference of all appropriations to
the people, it is singular that he did
not select the $300,000 fair appropria
tion as a basis for his labor. The fact
is, he is representing railroad interests,
and in so doing is fighting the welfare
of the people of Oregon. It is sin
cerely to be hoped that the efforts to
defer action on the appropriation for
a year will fail.
SOUNDING THE OIANXEL.
Captain Turner spent the greater
part of yesterday taking soundings
near Sand island. The work is being
done or the O. R. 4 N. Co. to deter
mine whether or not there have been
any changes In the channel during the
winter months. The company will
shortly put the steamer Potter on the
run to Long Beach for the usual sea
side traffic.
