It is to be hoped that the effort to defeat the portage railroad ap propriation will meet with failure. At the time of the passage of ... .-I il. 1 C AAA me ujwisure carrj nig uie iuu,uw necessary jor construction ot tne road the full significance of the improvement was not realized; in deed, many regarded it as nothing . short of a donation that would be of little or no permanent benefit But the building of the portage road means much for degon and the matter is of sufficient import ance to stand without reference to the people for approval. In the past the failure of the effort to se cure extension of terminal rates to Astoria was due to the fact that the O. R. & X. was a Portland road depending almost entirely on the business picked up between Spo kane and Portland. The people of Portland, who could then dic tate the policy of the road, were naturally opposed to any sweep ing reduction of rates. Now, how ever, the O. R. & N. is a very small branch of the gigantic Har- riman system.which is no respect ter of places or people. The peo ple of Portland no longer owe it any duty. Everyone knows tnat the O. R. & N. branch is taxing the producers more for carrying grain than ought to be charged, and that, as a result of the com bination in force between the old Oregon road and the lines termi nating on the sound, the produc ers of the inland empire are com pelled to pay as much for the transportation of their grain down a water level route to the sea as is required of farmers who are seperaied from the seaboard by two high mountain ranges. The people of Oregon are interested principally in the affairs of their own state, and any effort to retard ; its advancement should meet with popular disapproval. The effort to defeat the portage road Dill is calculated to iujure Oregon, for the proposed road will cause a re duction of rates that will mean a very large annual saving to producers, upon whose prosparity depends in a large measure the prosperity of the people of the en tire state. The farmers are en titled to the benefits of both water and rail transportation, and any UNtONiff" mmmm And while not always painful are aggravating beyond expression. PORTLAND A NEWSPAPER CITY The Portland Journals new press has been installed, and the first issue of the new Journal was printed on Saturday nicht. The paper presents a decidedly in proved appearance, and the pub lic is assured that improvements will continue to be made. Port land surnasses anv other city of its size in the union in newspapers It now has three excellent dailies any one of which would oe . credit even to the great metropolis of New York. The Oregonian lately has become a remarkably complete and attractive journal. while the Telegram has long been one of the toremost anernoon papers in the couutry. The ad vent of the Journal has prompted Us contemporaries to greater effort and the Portland public now en joys the very best newspaper ser vice. When one considers the limited field in which the three Portland dailies are printed, the enterprise ot the publishers is strikingly apparent There is no doubt that this city has within its confines good maJ terialfor an excellent base bal team, but there is a very grave doubt that the material will ever be used with the judiciousness necessary to net good results. This doubt arises from the repeated failures of the really capable players to do things when it comes to tbe test. It is not be cause the young men lack in ability, an understanding of the game or an appreciation of the wholsome sport it is because they do not get in and hustle when they have the opportunity to prepare to meet opponents on the diamond. The right kind of practice, and lots of it, is the es sential factor toward any success, and Astoria's baseball players should bear that strictly in mind if they ever hope to win out NOTICE FOR PUBLICATION.
