The situation in regard to initiative
and referendum amendment in Oregon
la described by the Post-Intelligencer
very aptly 'in these words:
The people of Oregon have caught a
Tartar. It was an utter mystery to
those outside the atate who had given
any thought to the recent political
development, or were familiar with the
political experience of other communl
ties, when the legislature of Oregon
adopted and the people ratified an
amendment to the constitution incor
poratlng -the Initiative and referendum
in the fundamental law of the state.
To our amazement this proposition, so
contrary to the American system and
bo discredited by trial, was accepted
by both parties and by the press of the
stats. Even the Portland Oregonlan,
which has few leanings in the direction
, to which this measure points, went no
further than to damn It with faint
..: praise, ' '

scarcely dry before the whole' state

Because there have been labor troubles
In Portland the 8Ute Federation of
labor adapted a resolution in favor of
submitting to the referendum the
world's fair bill. It win cost from
Wft.ono to $40,900 to do this and the
people fear that the same Influences
whl.-h call for "the referendum would
be able to reject the bin and possibly
put an end to the Lewis and Clark cen
tennial altogether. There are two oth
er nmsures to which It is suggested
that the referendum may be applied
not so much on their merits as to grat
ify factional spite.
Oregon has now discovered what the
Initiative and referendum means; name
ly, that It Is always a dead letter un
less somebody wants to use It for im
proper purposes. Ordinarily the people
take not the slightest notice of it, and
you cannot get them to come out when
the referendum is asked for. In other
cases it Is simply used as a club by
one set of influences to coerce others.
The initiative and referendum Is not
merely a worthless device, it is a very
dangerous thing; lending itself, as Ore-
.gon Is discovering, to bitter animosi
ties and rendering all legislation un
certain. The sooner that state gets
rid of the new amendment the better;
and Its experience should not go un
heeded in Washington, where the same
nostrum has been prescribed. We
. ought never again to hear of the initia
tive and referendum In any American
state. " "

the organisation of the "billion dollar'
steel trust. The plans for the creation
of the steel . corporation and the ex
change of stocks of the constituent
companies for the new shares were car
ried out without requiring so large an
amount of ready cash as the syndicate
could have been required to put up,
and the venture might nave resulted
In an actual loss had the conditions
of the market and an abundance of
money for investment not made It pos
sible to float the enterprise on a favor
able basis for the underwriters. A
profit of $50,000,000 in cash on a tempo
rary use of $25,000,000 has never been
recorded before In financial annals.

a European rival unless its agent
knows both, the business of his house
and the wants of. the trade he solicits
The enterprise of our people has given
to the United States a tremendous for
eign export trade, but all except a small
part of It Is with the countries of Eu
rope, notably Great Britain, Germany
and France, and it has been developed
by intelligent use of the knowledge of
European needs. The same intelligence
and enterprise applied In other coun
tries shouldtproduce like results, hence
the need of some means for educating
young business men to tit them tor com
petition in all the fields of the world.
The territory of Alaska is not half
appreciated by the American people.
That vast area of country, full of Its
mineral deposits, rich In timber, fish
eries and agricultural secitons will be
the greatest wealth producing district
of the nation in time. When the west
Is filled to overflowing with homes and
settlement, Alaska will furnish the In
creasing population an outlet.
The man who feels no thrill of Joy in
his dally labor, who is only driven to it
by the spur of necessity, who goes
through it conscientiously, it may be
but as the performance of a disagree
able duty, la almost sure to fall in life
wnen young men or young women
work in such a spirit there la something
fatally wrong.
If people would mind their own bus!
ness and keep their noses out of family
affairs, maybe there wouldn't be so
much family affairs for them to get
their noses Into. Truly two-thirds of
the trouble in the world is caused by
people minding some other business
than their own.
