Sympathy Is heaven-born sentiment which is never lacking In the breast of true man, Undoubtedly there was . much ijmpathy felt for Patrick J. Lynch and Theodore Toblason as they etood before Judge McBride yesterday afternoon to receive sentences for the crime of kidnaping. Particularly was It appealed to In the case of Toblason, who Is young, evidently not a frequent offender, and possibly without a real tendency to crime. How far his pres ent plight may be the result ofj the per suasions and blandishments of others , more hardened to evil and more skill ful In the commission of crime the trial did not develop. It Is certainly plaus ible, however, that had Tobiason avoid ed the company of men whom he knew to be engaged In wrong, he would not now be on his way to the penitentiary io serve a one-year sentence for as' slating in the attempt to shanghai Charles Gardner. He need not have acquired the stigma which such a pen' alty attaches to any man's name. He . might have avoided the very probable criminal bent which such an Incarcera tion may develop in the convict who is not thoroughly fortified with right , principles, which a guilty man usually is not. There is little use in warning young men who have already progressed so far on the down grade that they regard an evildoer's greatest mistake as consisting in being cauht. May 5th, 1903. for the building, construction and erection of a drawbridge across the Lewis and Clark river in Clatsop county, Oregon, according to such plans, specifications and diagrams. Location of bridge Is shown on maps now on file in the county clerk's office as approved by the Hon. Secretary of war. bridge to be a steel swinging draw. bridge with a clear space of 70 feet on each side of the draw rest. . As Is el so directed by the Hon. secretary of war.
