progress, the asumptlon being that tt

first blow. This is wise. Deplorable
results follow hasty action. The coun
sels of moderation and conciliation
must ultimately prevail In all con
tests between employers and employed.
Far better that the sober second
thought should rule before acts of vi
olence take place than after. "He that
Is slow to auger," says the wise man,
"is greater than the mighty, and he
that ruleth bis spirit, than he that
taketh a city." : In all the centuries
that have passed since this declara
tion was made it Is not probable that
any man has regretted having given
heed to it.

cah prize of $500 for the best design
in colors, symbolic of the Lewis and
Clark exploring expedition of 1804-6, the
settlement of the western part of the
United States by Americans, the devel
opment of trade on the Pacific ocean,
and the re-awakening of Asia. Terms
of competition will be furnished on ap
plication. Here is a chance for all ar
tists. The competition will close June
1, 1303. Designs must be submitted
before that date and should be ad
dressed to I. N. Flelschner, chairman
of the committee on press and publicity
of the Lewis and Clark Centennial expo

AN ANNIVERSARY.
Thirty-eight years ago today Abra
ham Lincoln, sixteenth president of the
United States, and the man whose fame
grows brighter as time passes by, died
by the hand of an assassin. The world
has mads wonderful strides since that
dark day. Other men have displayed
magnificent talents and exalted char
acters. Marvelous achievements nave
been wrought out. Men have become
heroes and martyrs. But no man has
arisen whose life In the slightest degree
dims the lustre of fame which gilds the
name of Lincoln. No other life seems
to touch his. No other nature so
deep, so true, so lovable. History can
never repeat Itself In this case. Like
circumstances can never again produce
such a man because they can not ex
ist. 'That necessity will never place
a ruler In his position again In our
land is to be hoped. It Is well we
have the memory of his life. It is an
example worth millions to rising gener
ations for ages to come.

ed with the department of agriculture
at Washington have for several months"

It has developed within the last week

giving thsm a healthy appearance, as

Bridge Proposals
Notice is hereby given that plans,
specifications, strain diagrams and bids
will be received by the county court of
Clatsop county, state of Oregon, until
3 p. m., Tuesday, May 5th, 190S, for the
building, construction and erection of
a drawbridge across the Lewis and
Clark river in Clatsop county, Oregon,
according to such plans, specifications
and diagrams.
Location of bridge Is shown on maps
new on file In the county clerk's office
as approved by the Hon. Secretary of
war.

brMc,e with a clear space of 70 feet on
each side of the draw rest. As Is al
so directed by the Hon. secretary of

Approaches to be pile trestle with a

shall attach to their bid a certified
check equal to 10 percent of the same

the county clerk or may deposit the
amount in cash at time of filing his or

filed In the office of the county clerk.
The county court, however, reserves
